Job Title: Human Resources Specialist

The Human Resources Specialist supports a wide range of HR functions with a strong emphasis on certified employee services, compliance, recruitment, onboarding, and employee support. This role serves as a key point of contact for employees, applicants, and external agencies, ensuring efficient HR operations and compliance with district, state, and federal regulations. The position also plays a vital role in supporting teacher licensing, recruitment, retention, and training initiatives.

Respond to a wide variety of inquiries from internal and external stakeholders (e.g., employees, applicants, USBE, universities) to provide accurate information, facilitate communication, and offer guidance.

Schedule and coordinate fingerprinting and background checks for employees.

Manage job postings and applicant tracking through TalentEd; review applications and assist candidates through the hiring and onboarding process.

Process and maintain a wide range of HR documents (e.g., compensation changes, employment verifications, state reports) in compliance with district, state, and federal requirements.

Maintain confidential and non-confidential personnel records and applicant files using electronic systems.

Research HR topics, policies, and best practices to support administrative and compliance needs.

Coordinate meetings, schedules, and district activities to support HR leadership and departmental functions.

Prepare written materials such as job postings, reports, memos, presentations, and correspondence.

Assist the Human Resources Director with certified employee licensing and endorsements.

Collaborate with the Utah State Board of Education (USBE) on educator licensing processes.

Support administration of the SHiNE (Salary Supplement for Highly Needed Educators) program.

Coordinate student teacher placements, training, and partnerships.

Assist in organizing new teacher training and certified employee orientation.

Support recruitment and retention efforts for certified staff.

Assist the Teacher Specialist with program implementation and support.

Develop presentations, reports, and data-driven insights related to HR initiatives.

Utilize and maintain knowledge of CACTUS and USIMS systems for licensing and employee data.

Provide guidance to certified employees regarding licensing requirements, endorsements, renewals, and lane change requests.

Facilitate onboarding processes for newly hired certified employees.

Communicate important HR information through email, internet, and informational sessions.

Assist in preparing and distributing documents, presentations, and materials.

Travel to various district schools and facilities as needed.

Perform other duties as assigned by the HR Director.

Physical presence at the worksite is an essential function of this position. The role requires in-person collaboration, direct interaction with team members, other staff, students, and/or guardians, and access to on-site equipment and resources.

Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.

High School Diploma or equivalent required; Bachelor’s degree in Human Resources, Business, or related field preferred.

Experience in Human Resources or a related field.

Strong understanding of employment educator licensure requirements.

Proficiency in computer systems, including Google Suite.

Excellent written and verbal communication skills, with the ability to explain complex information clearly.

Strong organizational, analytical, and problem-solving skills with high attention to detail.

Experience analyzing HR data, auditing processes, and providing insights is preferred.

Ability to operate standard office equipment, including multi-line phone systems and copiers.

Valid Driver’s License required.

Work is performed in an office environment with regular attendance required.

Position involves occasional walking, standing, and light physical activity.

May require lifting or moving items up to 35 pounds.
