GENERAL DESCRIPTION


Perform advanced (senior-level) managerial work administering the daily operations and activities within the Procurement and Contract Services office. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business activities; assisting with developing and evaluating budget requests; monitoring budget expenditures; and ensuring compliance with state and federal regulations. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Manage staff in procurement department, and oversee staff development plans and activities.

2. Oversee the establishment of goals and objectives; develop and approve schedules, priorities and standards for achieving goals; and manage evaluation activities.

3. Oversee the development of guidelines, procedures, policies, rules and regulations; and monitors compliance with policies and procedures.

4. Coordinate the preparation of management and productivity reports and studies.

5. Oversee the planning, implementation, coordination, monitoring and evaluation of policies and procedures; and monitors compliance with policies and procedures.

6. Identify areas of opportunity and make recommendations to improve operations.

7. Represent the department at meetings, conferences, and seminars or on boards, panels, and committees.

8. May manage multiple functions and provide oversight to associated staff.

9. Plan, assign, and supervise the work of others.

10. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

11. Perform other duties as assigned.


Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS

Education – Bachelor’s degree from an accredited four (4) year college or university with a major in business, public administration, finance, law or related field.

Experience – Minimum of nine (9) years’ progressively responsible work experience in contract development, administration, management, evaluation, or monitoring of contract provider, of which three (3) years must be in a managerial or supervisory capacity. Government contract management, change management, and contract database management experience preferred.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – Certification as a Certified Texas Contract Developer (CTCD) or Certified Texas Procurement Manager (CTPM) is required. Dual certification as a Texas Contract Manager (CTCM) is required within one year of employment. Valid driver license from state of residence is required.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures, including those relevant to procurement and contract administration and management.

Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget and procurement management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Knowledge of preparing reports.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work is required. Telecommuting up to 5 days per week.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
