Driver (Part-Time)

Objectives

The Driver is responsible for safely transporting veterans and caregivers of Delaware County to and from Veteran Affairs (VA) medical centers and other points as determined by the Transportation Officer. The Driver will assist veterans into and out of the vehicle; veterans being transported will predominantly be wheelchair or power chair bound. Driver will provide veterans with basic information concerning the office and programs when asked by riders. Typical work hours will reside between 6:00 a.m. - 4:00 p.m. for a five-hour period, but may vary some in time and duration to accommodate transportation of veterans. Individual reports to the Transportation Manager.

Job Standards

High school diploma or GED.

Must be an honorably discharged veteran of active duty military service. If no qualified veteran, the spouse, surviving spouse, child, or parent may be employed.

Must have a valid driver’s license and an acceptable driving record.

Must have knowledge of US and Ohio Department of Transportation (DOT) Passenger Carrier laws and regulations.

Must meet and maintain all required licenses and certifications as a continued condition of employment.

Essential Functions

ESSENTIAL JOB FUNCTIONS:

• Transports veterans to scheduled appointments at VA facilities or other points in accordance with laws and regulations in various weather conditions;
• In the absence of the Transportation Manager, will take phone calls and schedule appoints to include coordinating with public transportation;
• Assists veterans in wheelchairs on and off of a wheelchair lift as needed;
• Loading and unloading wheelchairs, walkers, and providing assistance on a frequent basis;
• Promotes the transportation service and community partnerships that enhance county programs and services;
• Demonstrates regular and predictable attendance;
• Attends various training sessions, video conferences, and workshops;
• May provide front desk support if needed;
• Performs typing, word processing, and related computer operations on occasion;
• Cleaning transportation vehicles;
• Works outside of typical work schedule/business hours as required; and
• Other duties as assigned.

NON-ESSENTIAL JOB FUNCTIONS:

• Performs related non-essential functions required

I. JOB REQUIREMENTS

Equipment:

Ability to operate a variety of office equipment such as computer and related software, copier, telephone, tablet, calculator, FAX machine, AV equipment, and other equipment necessary to perform duties. Individual uses personal protective equipment as necessary to safely perform duties. Ability to safely operate a motor vehicle with a GPS is required.

Critical Skills/Expertise:

• Ability to safely operate a motor vehicle in various weather conditions and have a valid driver’s license and a good driving record;
• Ability to operate a wheelchair lift;
• Ability to assist veterans who have mental and physical disabilities with the planning of their transportation needs, loading and unloading, and arrival to the appointment;
• Thorough knowledge of roads in Central Ohio;
• Communicates professionally and effectively with internal and external customers, both orally and in writing;
• Ability to work effectively with clients and customers from widely varied levels of education and competence and individuals who may be upset, distraught, irate, emotionally or mentally or otherwise unable to function within reasonable range of constructive behaviors;
• Efficiently operates computer programs such as, but not limited to, Microsoft Word, Excel, Outlook, and agency specific programs;
• Delivers excellent customer service, externally and internally
• Ability to develop and maintain effective and professional working relationships with supervisors, other employees, and the general public;
• Ability to operate a multi-line telephone system, and other standard office equipment;
• Thorough knowledge of VA regulations and state law requirements concerning eligibility and entitlement criteria for transportation benefits;
• Thorough knowledge, adherence, and aptitude to follow safety policies, procedures, and practices; and
• Thorough knowledge, adherence and aptitude to follow applicable federal, state, county, and department policies and procedures, laws, and regulations.

II. DIFFICULTY OF WORK

Work consists of complex, varied, standardized and non-standardized tasks requiring application of numerous laws, rules, regulations, and procedures. Individual will operate transportation vehicles and load and unload personnel and property. Individual confronts a wide variety of problems that are solved by asking co-workers questions and drawing conclusions.

III. RESPONSIBILITY

Individual makes choices or decisions without supervisory input on some daily activities, such as scheduling appointments, making referrals to other agencies, and driving and loading/unloading veterans to appointments. Individual operates independent of supervision in handling daily transportation operations, normally receiving supervisor’s input when needed.

IV.PERSONALWORKRELATIONSHIPS
Individual has daily and frequent contact with co-workers, employees from other public and private sector organizations, veterans, and the general public. The purpose of these contacts is to guide and direct, review and assure progress of work assigned, coordinate services, and provide transportation services for veterans of the County.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT

Physical Requirements: The physical requirements of the position are identified as lifting up to fifty (50) pounds specifically the loading/unloading wheelchairs, walkers, and assistance steps on a daily basis.

Physical Activity: The physical activity of the position includes manual dexterity, bending, carrying, driving, lifting, standing, talking, hearing, reaching, stooping, crouching, standing, pushing, pulling, lifting, grasping, feeling, and moving around.

• Ability to push wheelchair into the van (steep angle van ramp entry)
• Bending over in small areas to secure wheelchairs and power chairs
• Space constrains of loading wheelchairs into transport van could necessitate working on knees
• The position requires full range of body motion including handling of patients, manual and finger dexterity, and eye/hand coordination.
• Medium work-exerting 20-50 lbs. of force occasionally and/or 10-25 lbs. of force frequently and/or 10 lbs. of force constantly to move objects.
• Physical demand requirements are in excess of those for Light Work.

Visual Activity:Individual performs work where objects being viewed are close to the eyes as well as within arm’s reach. Individual views objects at varying distances while driving.

Job Location:Individual works both inside and outside and is exposed to temperatures below 32 degrees and above 100 degrees for periods of more than one hour. Individual is exposed to noise, vibration, and physical hazards including other vehicles while driving. On occasion, individual may be exposed to potentially unclean environments while assisting clients into or out of their homes.

Work Conditions: Transporting veterans during inclement weather, to include weather emergencies is a critical job function.
