ELV Quantity Engineer

The Job

Manage all cost and contractual aspects of security system installation in infrastructure or commercial security system projects, including budgeting, cost estimation, contract administration, variation control, and commercial reporting, ensuring cost efficiency and compliance with project requirements.

Accountabilities includes (but not limited to) the following:

Cost Estimation & Budgeting

• Prepare detailed BOQ (Bill of Quantities) specific to security systems (CCTV, ACS, VMS, , structured cabling, related civil works etc.).
• Perform cost estimation during tendering and execution phases, including labor, material, and subcontractor pricing.
• Analyze drawings, specifications, and scope of work for budget alignment.
• Assist in preparing project cost plans and budgets, adjusting for design or scope changes.

Tendering & Procurement Support

• Review subcontractor and supplier quotations for technical and commercial compliance.
• Support procurement team in preparing RFPs/RFQs for security system components and services.
• Prepare comparative statements (techno-commercial) for security system equipments. Negotiate pricing and contractual terms with subcontractors.

Measurement & Valuation

• Conduct on-site quantity take-offs for installed security equipment and infrastructure (cable lengths, device counts, control room setups).
• Validate and certify progress claims from subcontractors and suppliers based on actual works completed.
• Prepare monthly valuations and recommend payment certificates.

Contract Administration

• Administer main contract and subcontracts specific to ELV and security systems.
• Track variations , prepare change orders, and ensure proper documentation.
• Assess Extension of Time (EOT) claims and cost implications related to system changes or client instructions.
• Ensure compliance with contractual terms related to scope, delivery, and performance warranties.

Cost Control & Commercial Reporting

• Monitor actual costs against budget and prepare cost-to-complete reports.
• Support project controls with cash flow forecasts , financial dashboards, and risk evaluations.
• Advise project managers on potential cost risks or savings opportunities.
• Prepare final accounts and project close-out documentation.

Specialized Knowledge in Security Systems:

• Familiarity with ELV/security system components such as CCTV systems (IP/analog, PTZ, fixed, AI-enabled), Access Control Systems (Biometric, card-based, turnstiles), Intrusion Detection Systems . Structured cabling , fiber optics and Data centers / control rooms setup
• Knowledge of regional and international standards (e.g., SIRA, MOI, NFPA, BICSI, etc.)
• Experience in integration with BMS, ICT, and AV systems

Selection Criteria:

• Bachelor's degree in Quantity Surveying, Engineering (Electrical/Electronics), or a related field.
• 5–7+ years of QS experience , with at least 3–5 years in ELV/Security System mega projects (airports, smart cities, stadiums, high-rise towers, industrial plants, etc.).
• Experience working under FIDIC , NEC, or other standard forms of contracts.
• Proficiency in AutoCAD , Bluebeam , MS Excel , and QS software like CostX, Candy, or similar.
• Strong analytical and cost management skills
• Attention to detail in drawings, specs, and contract clauses
• Good understanding of construction sequencing and site conditions
• Effective communication and negotiation abilities
• Strong documentation and commercial acumen
