Job Description

General Functions

This is specialized work in the protection of life and property through emergency and non-emergency services to the citizens and visitors of Orange County.

Work is performed under the general supervision of the Lieutenant with considerable independence requiring discretion, sound judgment and initiative while being committed to organizational values and providing on-target customer service and positive community relations.


Representative Duties/Assignments


  • Selects the appropriate route to the alarm scene, drives the apparatus and positions the apparatus in the most advantageous location.


  • Locates hydrants, determines the availability and quantity of water supply and provides adequate pressure and control.


  • Engages, operates and tests pump equipment and monitors pump instruments.


  • Inspects apparatus to ensure safety and readiness.


  • Uses standard operating techniques in emergency situations.


  • Operates fire suppression and rescue equipment with the most appropriate techniques and procedures to minimize property damage and risk to life.


  • Directs traffic away from critical zones and gives necessary directions to the public and subordinates.


  • Attends formal training and in station training sessions to maintain and improve proficiency with equipment and job knowledge.


  • Participates in Public Relations activities such as school demonstrations, safety demonstrations, etc. to promote the image of the Department as a public safety provider in the community.


  • Must ride up as a Company Officer "Lieutenant" when requested.


  • Performs other related duties as may be necessary to fulfill the mission on Engineer.


Minimum Qualifications


The following prerequisites must be met prior to application for the selection procedure:

  • A minimum of three years as a fifty-six (56) hour employee with Orange County Fire Rescue.
  • Must possess and maintain a Florida EMT or Paramedic Certification.
  • Must produce a certificate from an approved *Driver/Operator course certification.
  • Must possess and maintain a valid State of Florida driver's license.

All qualifications must be met at the time the application is submitted.

  • Approved certification must be from an 80 hour Pump Operator course (40 hours of Hydraulics & 40 hours of Pump operation) or the OCFRD RED (Relief Engineer Driver) program.

All OCFRD personnel are expected to maintain a level of physical fitness consistent with their job assignment.

Notes

The 2026 Engineer Promotional Assessment has been developed with the intent of creating an eligibility list of qualified candidates for anticipated promotions. The promotional list will be maintained for two years from the effective date, unless a shorter or longer period of time is agreed to by the County Administrator or designee and the Union President. Due to updates in the proposed union contract, please note that any item in the IB (except the promotional process start date) may be subject to change pending the ratification of the contract. Promotional criteria will be governed by the contract that is effective at the time the promotional list is published. Any changes will be communicated via departmental IB.


Based on the Minimum Qualifications listed in the job posting, all Orange County Fire Rescue Department employees who are eligible are encouraged to participate in the promotional process.


Details of the Engineer Promotional Assessment can be found in the announcement below. It is imperative that all candidates read the application and assessment information carefully and follow the instructions as stated.


Special Instructions for applying for Engineer Promotional Process:

To apply for the Engineer position, employees need to complete an Orange County online application. Employees can log in to see the posting through https://myocportal.ocfl.net/ from a County computer. For the online application to be considered complete, it must contain - your name, contact information, current rank, and the required questionnaire section at the end of the online application. We have provided screen shots at the end of this IB to assist you with the steps of the online application process. Incomplete applications may disqualify an applicant from further consideration in the process. Applicants must meet the minimum qualifications as stated in Article 22.08 (B) of the current IAFF Union Contract.

For a candidate to receive Educational Points they must be declared by the job closing date for the promotional process. Declaration of educational points is accomplished by answering the ¿Declaration of Educational Points¿ questions in the required questionnaire section of the online application.

The promotional process start date will serve as the last day for calculating the time-in-grade requirements regardless of when the actual examination or testing process begins. The promotional start date for this process is October 8th, 2026.

  • On or before the date of promotion:
    • Florida Certification as a Fire Officer I at the time of promotion

To be eligible for promotion, employees in special risk positions, at a minimum, must have successfully passed the Incumbent Physical Ability Test (IPAT) or have passed the IPAT within the previous twenty-four months. If an employee fails the IPAT, he/she shall have an additional 90 days to pass, and if he/she passes, shall then be eligible for promotion.


Engineer candidates must meet the eligibility requirements for participating in the promotional process as specified by IAFF Contract.


Candidates must make the eligibility list as specified by the contract and then be selected by the Chief for promotion from the eligibility list.

APPEALS/REBUTTALS FOR WRITTEN MULTIPLE-CHOICE EXAMINATION

The Exam Review Committee, without using the name of the individual appealing or rebutting the item(s), will review all appeals. The decision of the Exam Review Committee is final.


Portion II- Practical Assessment

Projected Date: October 19th through October 23rd, 2026

Location and Time: GOAA Fire Training Facility (All candidates will be notified of the address and reporting time through their county email or IB).


APPEALS/REBUTTALS FOR Practical Test-

Appeals/Rebuttals will only be accepted on the same day as the practical test. The appeal/rebuttal process will be explained in more detail on the day of the practical assessment.

Report Time:
All eligible candidates must be present at the sign-in table prior to the established report time for all portions. If a candidate is not in line at the table prior to their established report time, they will not be allowed to continue in this promotional process. Candidates will be required to attend on their own time. No overtime will be paid.


Required Dress

Candidates must be in appropriate uniform (Class C as described in SOP 009 for Orientation and Written Test, Class D for Practical Test).

Identification Card:
All candidates must present a picture ID at the Written Test and all Assessment Center Exercises. If you do not present a picture ID, you will not be allowed to participate in the promotional process.


SENIORITY AND EDUCATIONAL POINTS (Article 22.07):

Employees having a passing score on all portions of the promotional test process and who are eligible for the promotional list will have percentage points added to the score for career accomplishments as outlined below. Points must be declared by the job closing date for the promotional process. The method of declaration will be identified in the posting for the job opening or in an official department communication at the time of the posting for the job opening.


Paragraphs ¿A¿ and ¿C¿ are for all bargaining unit employees. Paragraph ¿B¿ is for Operations employees only.


a) Up to two (2) points will be added for the first seven (7) years in grade for employees taking the promotional exams. The points will be prorated on a basis of 0.0239 points per month as of the promotional process start date. Points will be based upon the applicant¿s time since attainment of the grade specified in the minimum qualifications for the tested position. For Lieutenant, time in grade will include firefighter and engineer.


b) Two (2) points will be added to the score of an applicant who is a locally certified paramedic provided that the local certification has been maintained since the time of obtainment and the applicant declares their intent to use these points as stated above. If an individual has dropped their paramedic certification, they shall not be able to reinstate their certification for testing points within less than two (2) years prior to the date of exam. If these points are utilized, the employee must maintain paramedic to maintain the rank. After ten (10) years a person that has been promoted may apply to drop their certification and the request will be evaluated on a case-by-case basis.


c) Additional points will be added to the score for those taking the promotional exam for one of the following certifications/degrees, provided the applicant declares their intent to use these points as stated above:


HazMat Technician (for Operations Only) .5

Current Paramedic Preceptor (I or II) for 2 years or longer .5

Orange County Relief Driver qualification (Engineers promotion only) .5

Associate¿s degree 2

Bachelor¿s degree 3

Master¿s degree 4

Fire Instructor I .5

Fire Instructor II or III 1

Professional Credentialing through the Center for Public Safety Excellence (i.e., Fire Officer, Fire Marshal, and Chief Training Officer); National Fire Academy (i.e., Executive Fire Officer); and others as identified in the Promotional announcement 1


Employees possessing more than one degree shall designate, at the time of application, which single degree will be used to calculate the educational points awarded. Degrees from a U.S. Department of Education or Council for Higher Education (CHEA) accredited college or university qualify for the purpose of awarding the higher number of educational points as set forth above.


d) The maximum number of points an individual may receive shall be eight (8).

Testing Process: Portion 1 will consist of a Written Exam. The Written Exam will be based directly from the study materials list and include items directly related to on-the-job activities that will measure specific applications of job knowledge, department regulations and procedures to real-life situations that are likely to be encountered on the job. All eligible candidates will participate in Portion 1 and Portion 2.

For candidates completing both Portion 1 and Portion 2: The scores for each component will be directly converted, weighted, and combined to formulate each candidate's overall examination score. There are a total of 100 points available in the examination plan, with up to 33.3333 points available for the Portion 1 Job Knowledge Written Test and up to 66.6666 points available for the Portion 2 Practical Performance Exercises. There are two exercises in the Practical Exercise and they are equally weighted: 1.) Driving Course - up to 33.3333 points and 2.) Pumping Scenarios - up to 33.3333 points.

Cut Score

Cut scores will be set after Fire Rescue Management and the consultant review the data for the following factors:

  • Natural breaks in the data
  • Psychometrics of the test
  • Distribution of scores
  • Utility the test is supposed to serve, i.e. providing an adequate number of candidates for the promotional procedures to serve the County's needs.

For candidates who participate in both Portion 1 and Portion 2, a final cut score will be determined to establish the personnel who will be placed on the Final Promotional List.

Whenever a determination is made regarding groups of employees moving on to the next step in the promotional process, this will be done on the basis of score and performance without knowledge of the candidates' identity.

SELECTION FROM PROMOTIONAL LIST: Selection from the Final Promotional List will be in accordance with Article 22 of the current IAFF Union Contract.
