Job Title: Environmental Engineer (Project)

Role Purpose:
The Environmental Engineer (Project) supports the planning, implementation, and continual improvement of the project-specific Construction Environmental Management Plan (CEMP) and associated procedures. The role ensures day-to-day compliance with KSA environmental laws and permits, client/contract requirements, and ABCC HSSE standards across construction activities, temporary facilities, laydown areas, and logistics. The engineer executes monitoring programs (air, water, noise, soil), manages records, assists with permitting and regulatory submissions, drives corrective and preventive actions (CAPA), and provides technical guidance to site teams and subcontractors to minimize environmental risk and impact.
Key Activities:
• Implement all Environmental Management Plans (EMPs) on-site, integrating requirements into Inspection & Test Plans (ITPs), Permit to Work (PTW) systems, and maintaining updated registers for aspects, impacts, and legal obligations.
• Conduct calibrated monitoring of dust, noise, water, and effluent; maintain auditable records; report environmental KPIs; and close audit/NCR findings through verified Corrective and Preventive Actions (CAPA).
• Classify and manage waste in compliance with MWAN and NCEC standards, ensuring proper segregation, labelling, and storage; prepare e-manifests; verify transporter and TSDF licenses; and oversee dewatering quality, potable water, and Treated Sewage Effluent (TSE) controls.
• Serve as first responder to environmental incidents (stop, contain, recover, document); support root cause analysis (RCA); deliver inductions and toolbox talks; and reinforce environmental culture among subcontractors.
• Lead environmental monitoring programs using calibrated instruments to assess site conditions, identify risks, and ensure timely mitigation.
• Manage environmental permits and documentation, overseeing applications, renewals, and ensuring full regulatory compliance.
• Prepare and submit compliance reports to senior management, regulatory bodies, and stakeholders, ensuring transparency and accountability.
• Design and execute environmental audits and inspections aligned with ISO 14001, Saudi regulations, and global best practice.
• Collaborate with Project Directors, Managers, and the HSE Core Team to report environmental performance, risks, and strategic initiatives.
• Liaise with internal and external stakeholders, including government authorities, environmental consultants, and local communities, fostering trust and regulatory alignment.
• Address client and consultant concerns professionally, demonstrating ABCC’s commitment to environmental stewardship.
• Communicate environmental goals and initiatives clearly across project teams and external partners to ensure alignment and shared accountability.
• Mentor and lead environmental officers, supervisors, and specialists, cultivating excellence in environmental management.
• Promote a culture of environmental responsibility and ensure all activities comply with legal and regulatory frameworks.
• Organize targeted training programs, both in-house and via third-party experts to enhance team capabilities.
• Encourage cross-functional collaboration to embed environmental objectives into broader project strategies and operational plans.
Necessary Knowledge and Experience:
• 5–8 years in project-based environmental roles within construction/infrastructure in KSA or GCC. • Practical knowledge of ISO 14001 implementation at project level and CEMP execution.
• Working knowledge of KSA environmental law and implementing bodies (e.g., NCEC requirements, MWAN waste regulations), and familiarity with good international practice.
• Hands-on experience with dust/noise meters, water/effluent sampling, spill kits, and site environmental controls.
• Competence in waste classification (MWAN/NCEC), UN numbers/hazard classes/packing groups, and manifesting.
• Experience preparing monitoring plans, data records, and compliance reports; closing audit findings and NCRs. • Advantageous: familiarity with energy/water conservation at temporary facilities, biodiversity constraints, and cultural heritage chance-find procedures
Education and Certification Minimum Requirements:
• Bachelor’s degree in Environmental Engineering/Science (or related engineering discipline).
• ISO 14001:2015 Internal Auditor (or completion within 6 months). • Valid KSA driving license.
• Preferred: Professional membership (e.g., IEMA, CIWM), LEED GA, and COSHH.
Job Specific and Technical Skills:
• Proficient in implementing project-specific Environmental Management Systems (EMS) and practices aligned with ABCC standards and regulatory frameworks.
• Skilled in interpreting and applying Saudi Arabian and international environmental laws, ensuring day-to-day compliance across construction activities.
• Experienced in environmental risk identification, evaluation, and mitigation, particularly within dynamic construction environments.
• Familiar with environmental permitting processes, including waste disposal, emissions control, and water usage, supporting timely applications and renewals.
• Competent in operating and maintaining environmental monitoring equipment, including air quality monitors, water sampling tools, noise meters, and soil contamination detectors.
• Capable of executing real-time environmental monitoring programs and maintaining accurate, auditable records.
• Supports compliance reporting and documentation for internal audits, client reviews, and regulatory submissions.
• Applies strong analytical and problem-solving skills to resolve environmental challenges and drive Corrective and Preventive Actions (CAPA).
• Knowledgeable in hazardous and non-hazardous waste management per MWAN and NCEC standards, ensuring proper segregation, labelling, and storage.
• Demonstrates excellent communication and interpersonal skills for effective engagement with site teams, subcontractors, and external stakeholders.
• Supports interactions with government agencies such as NCEC and MWAN, contributing to regulatory alignment and permit compliance.
• Assists in delivering environmental inductions, toolbox talks, and awareness sessions to promote a proactive environmental culture.
• Contributes to strategic scheduling and resource planning to meet environmental compliance targets while minimizing operational risks.
• Participates in the development and execution of Environmental Emergency Response Plans, ensuring readiness for spills, leaks, and hazardous incidents.
• Supports incident investigations and RCA, helping to document findings and implement CAPA effectively.
• Keeps abreast of emerging environmental trends, technologies, and policies, identifying opportunities for innovation and improvement.
• Assists in organizing and delivering training programs to enhance environmental awareness and technical capability across project teams.
