Environmental Permit and Agreement Specialist

DUTIES AND RESPONSIBILITIES

  • Permit Coordination/Permit Management: Coordinate with MFDA, state and federal agencies, and local governing entities to track permit conditions and schedules, develop reports and manage progress, and communicates on permit related issues. Will provide support to the MFDA Director of Engineering when necessary.
  • Track all existing MOU's and aid internal communications on MFDA's roles and responsibilities outlined within all MOU's, as well as member entity responsibilities.
  • Assist in administering and managing the Rural Impact Mitigation Program
  • Work with the MFDA to ensure proper review and approval of Rural Impact Mitigation Program loans once the board has approved it to the time it has been fully repaid. This will include tracking necessary documentation with land agents, property owners, various board approvals, and escrow companies.
  • When needed, aid in field efforts to observe, document, and monitor vegetation and mitigation site conditions
  • Provide support in drafting budget preparation and submitting finance reporting
  • Support drafting, design, proofing, and layout of reports, presentations, and similar materials
  • Ensure compliance with MFDA policies and procedures, including external requirements

Internal: Regular contact with team members. Purpose of contacts is to explain, clarify or interpret information. May handle confidential information and some complex matters. External: Requires normal courteous interaction and basic interpersonal skills and tact to communicate with others. Non-routine inquiries and/or complaints are referred to others. Other limited external contact may be required to obtain information and/or to make inquiries with others.


PROBLEM SOLVING

Problems generally involve the selection of choices from standard procedures, organizing work, and checking results. Answers are usually found from selection of documented choices determined by policies and/or procedures.


DECISION MAKING AND DECISION IMPACT

Varied - Independent judgment is required to analyze agreement and permit language and potentials problems and perform needs assessments. Uses judgment in adapting broad guidelines to achieve desired result. Regular exercise of independent judgment is used. Make recommendations that affect policies, procedures and practices. Refers exceptions to policies and procedures to the supervisor.


SUPERVISION REQUIRED

Perform duties within scope of general policies, procedures and objectives with minimal supervision. Refers exceptions to supervisor.

Tasks are various and focus more on single processes. Work is sometimes standardized and sometimes varied.

WORKING CONDITIONS AND WORK ENVIRONMENT

Work may occur in the office or from a remote office location. Occasional travel may be required. Lifting and carrying up to 15 pounds may be necessary. Standing, walking, sitting and driving are common motion requirements. The ability to analyze information and results, make informed decisions, manage multiple priorities, be flexible, apply critical thinking and problem-solving skills, and operate in a dynamic environment may be required.


EXPERIENCE

  • Extensive experience in managing state and federal environmental permits, including familiarity with Section 404 and Section 408 permits, and demonstrated ability to monitor and report on permit requirements
  • Experience in interpreting and managing work and operations agreements between local, state, and federal governing entities
  • Effective written and verbal communication, interpersonal, administrative and organizational skills
  • Highly capable self-leadership with attention to detail and the ability to maintain a realistic balance among multiple priorities
  • Demonstrate sensitivity in handling confidential information
  • Familiarity with drafting and implementing agreements, contracts and amendments and the ability to ensure the requirements are met
  • Ability to coordinate projects with several variables and work within a defined timeline and budget
  • Ability to work in a fast-paced environment with extended hours as required
  • Demonstrate integrity and ethical practices while ensuring a project is done correctly
  • Ability to conduct analysis, research and follow-through when work may not always fall under established practices and guidelines
  • Strong knowledge of federal, state and local regulations for public and private lands
  • Previous experience working for a public agency, knowledge of local farming and ranching practices, and understanding of flood management and riverine systems preferred


EDUCATION, LICENSES AND CERTIFICATES

  • Bachelor's degree in environmental science, range management, biology, or related field, with 5+ years of experience
  • Valid Driver's License
