Description of Work

This is a Time-Limited position ending 12/31/2027 unless renewed.

The Division of Soil and Water Conservation (Division) administers a comprehensive statewide program for conserving the state’s soil and water resources. Its mission is to foster voluntary, incentive-driven management of soil, water, and related natural resources for the benefit of the environment, economy, and all citizens. This mission is achieved on private working lands through a partnership approach of federal, state, local and private entities. The Division is staffed by 48 employees and is divided into five (5) program areas –Administration, District Operations, Nonpoint Source Section, Engineering Services Section, and the Environmental Services Section.

The Division provides funding and technical assistance to grantees completing stream repair projects following natural disasters. The Streamflow Rehabilitation Assistance Program (StRAP) is funded through a non-recurring state appropriation. The purpose of the program is to fund projects that help reduce flooding, restore streams, and protect the integrity of drainage infrastructure across North Carolina’s waterways. StRAP works in conjunction with the Emergency Watershed Protection Program (EWP) and other programs to assist local sponsors with stream repair projects associated with Hurricane Helene and other natural disasters.

  • Assisting grantees in identification of streams and properties eligible for funding. The position will assist sponsors in site assessments of potential sites. The position will join local sponsors during site visits, which may include travel through streams, woods, and difficult terrain. This position may provide guidance to landowners for the implementation of stream repair projects.

  • Providing technical assistance to grantees implementing stream repair projects. Provide technical and administrative support, recommendations, and implementation assistance on a wide range of conservation programs. The position will assist local sponsors on the different funding sources available and identify which funding sources best meet their needs. The position will serve as a resource to grantees the best management practices needed for stream repair and disaster recovery projects. This may include providing recommendations on what practices are needed to repair damage and improve stream flow, participating in trainings, and performing outreach to sponsor staff & partners.

  • Perform inspections for streams and projects completed through StRAP and other programs. The position will assist sponsors in ensuring that completed work is compliant with the project Scope of Work and relevant program guidelines. When work does not meet program guidelines, the position will instruct sponsors on what additional work is needed to ensure work is completed correctly.

  • Facilitating collaboration between local sponsors and other connected organizations. The position will assist sponsors in coordinating with outside organizations involved in the stream repair process. The position may be responsible for scheduling meetings without other organizations. The position will need to maintain communication and working relationships with other Division staff, Natural Resources Conservation Service, US Army Corps of Engineers, FEMA, soil & water conservation districts, and others.

  • Assist Soil & Water Conservation Districts with new staff positions created in response to Hurricane Helene. The position will provide technical assistance to new District employees and will assist districts in coordinating new staff hired to work with multiple districts.
