Job Purpose:
The
Executive – Procurement
is responsible for supporting, managing, and executing the end-to-end procurement process for materials, equipment, and services required for real estate development projects. The role ensures timely, cost-effective, and compliant sourcing in alignment with company policies and project requirements, contributing to the successful and efficient delivery of ongoing and upcoming developments.
Job Accountabilities:
Procurement Execution
-
Prepare and issue Requests for Quotation (RFQs), tenders, and proposals to pre-qualified suppliers and subcontractors to initiate competitive bidding processes.

Evaluate and verify vendor quotations to ensure compliance with project specifications, technical criteria, and commercial conditions for optimal supplier selection.

Develop and maintain comparative analyses and price evaluations to support evidence-based recommendations for vendor selection.

Support and participate in negotiations related to pricing, delivery schedules, payment terms, and other conditions to achieve cost efficiency and favorable contract outcomes.

Process and convert approved Purchase Requisitions (PRs) into Purchase Orders (POs) in coordination with the Procurement Manager to ensure timely procurement execution.
Vendor & Contract Management

Coordinate and align procurement activities with the Commercial & Contracts team to ensure adherence to project-specific contract terms and obligations.

Maintain and update an approved vendor database, ensuring that all suppliers meet the company’s pre-qualification, safety, and performance standards.

Monitor and assess vendor performance on parameters such as quality, delivery, and responsiveness to maintain reliable supply chain partnerships.

Ensure and enforce compliance with contractual terms during all stages of procurement and delivery to minimize risks and disputes.
Cost Control & Compliance

Validate and align procurement actions with approved budgets and project cost plans to maintain financial control and prevent overruns.

Monitor and analyze market trends, price movements, and alternative sourcing options to identify cost-saving opportunities.

Adhere to and contribute to the company’s procurement policies, commercial procedures, and UAE legal and regulatory standards to uphold compliance and governance.

Maintain and provide accurate procurement documentation to support internal controls and facilitate successful audit reviews.
Coordination & Communication

Liaise and collaborate with Project, Engineering, Commercial, and Finance teams to capture procurement requirements and establish priorities.

Communicate and follow up with suppliers on order confirmations, delivery schedules, and logistics arrangements to ensure uninterrupted project progress.

Resolve and escalate issues related to delayed deliveries, quality deviations, or payment discrepancies to maintain smooth operations and supplier relationships.

Facilitate and promote effective communication channels between internal teams and vendors for proactive problem-solving.
Systems & Reporting

Update and manage procurement trackers and ERP systems with accurate and real-time data on requisitions, orders, and deliveries.

Prepare and present periodic reports detailing key procurement metrics such as cost savings, supplier performance, and delivery compliance for management review.

Contribute and recommend enhancements to procurement processes, including digital transformation initiatives, to improve operational efficiency.
Educational Qualification, Work Experience, and Skills Required:
Educational Qualification & Certifications:

Must have a Bachelor’s degree in Engineering, Business Administration, Supply Chain Management, or a related discipline.

CIPS or an equivalent professional procurement qualification is preferred.
Work Experience:

Must have a minimum of 3–5 years of progressive experience in procurement, preferably within the real estate development or construction sector in the UAE.

Demonstrated expertise in vendor management, tendering, and ERP-based procurement systems (e.g., Oracle, SAP, Microsoft Dynamics).
Skills required:

Strong knowledge of UAE procurement regulations and local commercial practices.

Excellent negotiation, communication, and analytical skills.

Proficient in MS Office (Excel, Word, PowerPoint) and ERP software.
