JOB PURPOSE:
To take responsibility for the procurement and/or establishment and activation of the Facilities Operations and Maintenance Department to meet the construction program and facilities hand over schedule. To develop all facilities operations and maintenance policies, procedures, practices and work instructions and put resources and contracts in place to meet these requirements.
To identify, receive and approve all manuals and other documentation as required before or immediately following contract completion. To ensure the effective implementation of, and on-going compliance with, Organizational Policies and procedures as they relate to the operation and maintenance of the facility. To oversee the day to day running of the Operations and Maintenance Department either as an in-house or contracted service.
Description:
Project Management Office Governance:-

Assists the Director General, Director – Development and Project CEO to develop a framework, policies, procedures and systems for a Project Management Office Operation (Corporate and Project Based) that is professional, reliable, effective and efficient and based on best practice § put in place systems of Quality, Controls and Risk Management to ensure systems are continuously improved for continued resilience.
Project Management:-

Assist the Director General and Director – Development to guide and manage project’s development from conceptualization to completion as Operator’s representative.

Take responsibility for managing the consultative process and developing work plans to progress
-
projects.
-
Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
-
Develops full-scale project plans and associated documentation, and communications.
-
Carries out project management activities from development to operation under the supervision of the Director – Development.
-
Coordinates and engages with project stakeholders on an ongoing basis, providing updates. Effectively communicates project expectations to team members and stakeholders in a timely, consistent and clear manner.

Assists in estimating the resources and participants needed to achieve project goals.
-
Tracks project milestones and deliverables.
-
Proactively manages changes in project scope, identifies potential project risks and devises contingency plans.
-
Manages day to day operational aspects of a project and scope; mitigating risks.
-
Effectively applies project management methodologies and enforces project standards and quality assurance.
-
Ensures project documentation is complete, catalogued, current and stored appropriately. Prepares project reports to stakeholders and management.

Develops best practices and tools for project execution and management, including electronic documentation systems.

Liaise early with the Facility Manager to ensure manageability and ease of and safe access to facilities, plant and equipment for Operations & Maintenance (O&M).

Liaises with Facility manager to ensure the O&M manuals and training on the building systems are properly carried out and completely handed over.

Liaise with the Facility Manager to ensure that the defects lists are communicated to the Site Supervisors and Project Managers and properly and satisfactorily rectified for handover.

Performs other duties as required by Director – Development and Project Director.
Financial

Analyzes project financials, including budget compliance if required.

Review any stakeholder’s proposals for changes to approved design intent, extent of works or
-
modifications and co-ordinate with all parties for timely review and response.

Analyze and offer project strategies to keep within budget, minimize cost and time implications.
-
Assist with preparation of FF&E bid documents, specifications, carry out technical and commercial
-
analysis over lifecycle, and make recommendation for selection.
-
Plan to assure that procurement plans are within approved budget.
FF&E Procurement and Supervision
-
Coordinate the FF&E purchasing within the overall project timetable.
-
Maintain FF&E documentation and version tracking.
-
Assist and support in the research of local and international marketplace where required.
-
Co-ordinate operationally related works with FF&E requirements and installations and coordinate with Project Managers, Architects and Engineers, Interior Design consultants.

Review bidders’ technical specifications, shop drawings, and supporting documents to monitor compliance with contract award conditions and or local legislation and minimum standards.

Provide assistance in selection of FF&E items that require prototype approval prior to manufacture.

Assist with prototype inspection and report, monitor progress of preceding works and conduct delivery program review to advise all stakeholders of delivery, installation/circulation requirements.

Review of deliveries, conduct item and documentary checks to ensure deliveries are in accordance with approved purchase contract documentation.

Co-ordinate incoming inspection on all installed FF&E items and provide report on variances from approved purchase contract documentation, deficiencies, and defects.

Establish an effective inventory recording system.
JOB REQUIREMENTS: QUALIFICATIONS, EXPERIENCE AND SKILLS:
Professional/Academic Qualifications:

An accredited bachelor’s degree in mechanical/electrical engineering/architecture from a reputable education institute.

Project management certification (PMP)
-
Masters desirable
Experience:
-
A minimum of 5 years Project experience required at a Manager level.
-
Ideally would have super headed and have had experience in Project
-
Mandatory management experience within a healthcare and or a hospitality setting.
