Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Job Summary:

The Field Mechanical Engineer is responsible for overseeing one or more O&M contractors to maintain all electromechanical equipment whilst maintaining a positive health and safety working environment with the site team.

The Field Mechanical Engineer reviews and approves all related documentation, and is then responsible for working with the maintenance contractor to implement these O&M practices for the existing facilities. The Field Mechanical Engineer will be capable of independently working with the O&M contractor whilst representing the client on site, shall be competent to read, analyze and advise on interpreting as-built drawings and O&M Manuals and proactively identify issues related to repairs and maintenance actions.

This is a seconded position to the Royal Commission (RC). The candidate will be supervised on a day-to-day basis with the daily tasks being assigned by RC. The role will be dependent on RC’s requirement in future. The candidate’s timesheet and annual performance review will be performed by the assigned Bechtel supervisor.


Major Responsibilities:

  • Inspection/checking and witness that testing and maintenance of existing MEP equipment’s/systems is being done to satisfy the O&M requirements.
  • Maintain a zero-accident policy on site with the O&M contractor.
  • Proactively eliminate rework of O&M activities through reviewing and understanding drawings and specifications and coordinating with other discipline specialists in the team.
  • Review design packages and writing technical reports and studies with recommended solutions.
  • Represent the client in undertaking quality, health and safety, and taking lead with the O&M contractor to execute and close all work requests.
  • Provide updates to and coordinate with the client’s O&M Departments.
  • Perform any other tasks assigned by the supervisor /manager.


Education and Experience Requirements:

  • Bachelor’s Degree in Mechanical Engineering from a recognized University.
  • 5-6 Years of relevant experience as a mechanical field/site engineer in the construction or maintenance industry, working on building and/or infrastructure projects or facilities.
  • Understanding of construction, testing and commissioning for electromechanical works, including mechanical piping and pipeline works, pump stations, valves and HVAC installations.
  • Must be able to demonstrate very good communication and positive interpersonal skills required for coordination of work, progress issues with O&M contractors and other organizational departments and third parties.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences.
  • Must be capable of working under pressure, meeting milestones and making sound decisions with minimum supervision.
  • Experience in the supervision of construction, testing and commissioning, and operation and maintenance of utilities & mechanical equipment on buildings and site development projects. Should also have experience in the review of proposed material technical submittals from the O&M Contractor, along with any queries.
  • Understands standard site supervision, safety and quality procedures including implementing inspection & test plans and Work Method Statements.
  • Understanding of design drawings, vendor design packages, and specifications.
  • Be quality orientated and work proactively with the maintenance contractors to ensure that maintenance and repair works are done correctly.
  • Have an understanding of international codes and standards pertaining to electromechanical works, pumps and piping and HVAC systems.


Required Knowledge and Skills:

  • Candidate must be energetic, proactive and team player.
  • Coordination skills to resolve any conflicts between O&M contractors working in same area or were their activities overlap and at interfacing points with users, general public and/or third parties.
