General Definition of Work:
Performs intermediate semi-skilled work overseeing the daily field operations and performance of Animal Control
Officers (ACO) at Saginaw County Animal Care & Control. Assigns daily calls, manages field activity, ensures compliance
with state and local laws, and develops a professional, well-trained ACO team. Ensures that community complaints and
emergencies are prioritized, handled appropriately, and that all responses follow MDARD regulations and department
policy. Performs related work as assigned. Limited supervision is exercised over assigned personnel. Work is performed
under the limited supervision of the assigned supervisor.

Essential Functions:

• Supervises and supports the daily operations of ACOs in the field.

• Assigns and adjusts daily routes, calls, and coverage based on call volume and staffing.

• Prioritizes emergency and high-risk calls and ensures timely responses.

• Reviews reports, citations and case documentation for completeness, accuracy and legal compliance.

• Trains and mentors new and existing ACOs in best practices, safety procedures and regulatory compliance.

• Ensures compliance with MDARD guidelines, including handling of rabies exposures, bite protocols and

• Coordinates with law enforcement agencies, prosecutors and shelter management as needed for court cases

• Investigates complaints regarding officer conduct or response an takes corrective action when needed.

• Assists in field operations during high call volume or critical incidents.

• Maintains and updates SOPs related to field operations and ACO responsibilities.

• Monitors vehicle and equipment usage and reports issues to shelter administration.

• Participates in community outreach, public education efforts and emergency preparedness.
  

Minimum Qualifications:
Education: High school diploma or equivalent.
Experience: Considerable (3+ years) experience as an ACO or equivalent law enforcement/public safety experience, or
equivalent combination of education and experience.
Preferred: Associate or bachelor’s degree and experience in leadership, training or supervisory roles. Strong
understanding of Michigan animal control laws and sheltering standards. Ability to remain calm under pressure and
manage stressful or emergency situations. Excellent written and verbal communication skills. Proficiency with shelter
management systems and incident reporting tools. General knowledge of related industry, organizational, and
departmental policies, practices and procedures and organization and department legal guides, recommendations, best
practices, ordinances and laws. Some knowledge of standard office equipment and animal safety equipment. General
knowledge of standard office software.
Special Requirements:

• Valid driver's license in the State of Michigan

• Obtain Euthanasia and Tranquilizer Certifications within 6 months of hire.

• ACO Certification or ACO certification eligible through the State of Michigan at the time of hire.
