POSITION SUMMARY

The Finance Manager (GOVERNMENT CONTRACTING / COST ACCOUNTING) supports financial operations, cost accounting, pricing, and compliance activities for a growing government contracting organization focused on defense and national security programs.

This role operates as a key execution partner to the Director of Finance, responsible for maintaining DCAA-compliant financial systems, supporting proposal pricing, managing indirect rates, and ensuring alignment with FAR, DFARS, and Cost Accounting Standards (CAS).

The Finance Manager plays a critical role in ensuring the organization maintains audit readiness, pricing competitiveness, and financial discipline required to successfully compete for and execute federal contracts.

ESSENTIAL FUNCTIONS

Cost Accounting & Financial Operations

  • Support maintenance of a DCAA-compliant accounting system
  • Manage direct and indirect cost allocation structures
  • Monitor labor distribution, timekeeping accuracy, and cost charging practices
  • Support monthly close, financial reporting, and variance analysis
  • Ensure financial data integrity and compliance with GovCon requirements

Indirect Rates & Financial Planning

  • Develop and maintain indirect rate structures (Fringe, Overhead, G&A)
  • Support Forward Pricing Rate Proposals (FPRP) and rate forecasts
  • Perform variance analysis between provisional and actual rates
  • Assist in budgeting, forecasting, and financial planning activities

Proposal Pricing & Cost Volume Support

  • Support development of cost volumes for federal proposals
  • Build pricing models including labor, indirects, subcontractors, travel, and ODCs
  • Assist in Basis of Estimate (BOE) development and validation
  • Coordinate with Pricing Manager, Contracts, and Capture teams
  • Ensure pricing compliance with solicitation requirements

Compliance & Audit Support

  • Support preparation of Incurred Cost Submissions (ICE Model)
  • Assist with DCAA audits and DCMA financial reviews
  • Maintain audit-ready documentation and financial records
  • Ensure compliance with FAR, DFARS, and internal policies

Program & Operational Financial Support

  • Provide financial support to Program Managers for budget tracking and cost control
  • Monitor contract funding, burn rates, and financial performance
  • Assist in financial reporting for program reviews and customer deliverables
  • Support alignment between financial planning and contract execution

SUPERVISORY RESPONSIBILITIES

  • May supervise junior financial analysts or accounting staff
  • Provide mentorship and guidance on GovCon financial practices
  • Support development of scalable financial processes

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Accounting, Finance, or Business Administration
  • 5–10 years of progressive finance or accounting experience
  • 3–5+ years in government contracting environment preferred
  • Experience with cost accounting, financial reporting, or pricing support
  • Knowledge of FAR, DFARS, and indirect rate structures
  • U.S. Citizenship required

PREFERRED QUALIFICATIONS

  • Experience supporting DCAA-compliant accounting systems (e.g., Deltek Costpoint)
  • Experience with Incurred Cost Submissions and audit support
  • Experience supporting proposal pricing for DoD agencies
  • Experience in defense, aerospace, C5ISR, or engineering services programs
  • Professional certifications (CPA, CMA, or progress toward certification)

COMPENSATION

Salary Range: $100,000 – $150,000+ annually

  • Eligible for performance-based incentives

We are seeking a dynamic and detail-oriented Finance Manager to lead our financial operations and support our strategic growth. In this pivotal role, you will oversee financial planning, analysis, and reporting, ensuring compliance with industry regulations such as TILA (Truth in Lending Act) and managing all aspects of loan processing and credit analysis. Your expertise in financial services, dealership operations, and customer relationship management will drive revenue growth through effective upselling and negotiation strategies. Duties

  • Manage and oversee all financial activities, including budgeting, forecasting, and financial reporting to ensure accuracy and compliance.
  • Lead the loan officer team by providing guidance on loan processing, credit analysis, and contract negotiations to optimize deal closures.
  • Develop and implement strategies for upselling additional financial products and services to enhance customer value.
  • Maintain strong customer relationships through excellent service, addressing inquiries related to finance options, title processing, and contract terms.
  • Ensure adherence to legal requirements such as TILA regulations during all loan transactions.
  • Utilize financial software systems for data entry, analysis, and reporting; perform 10 key typing accurately for documentation purposes.
  • Conduct regular training sessions on dealership finance procedures, including credit analysis techniques and automobile sales financing.
  • Oversee deal structuring, contract preparation, and title processing to facilitate smooth transactions.
  • Perform credit evaluations by analyzing customer financial information to determine eligibility for financing options.
  • Negotiate terms with customers while aligning with company policies to maximize sales opportunities.

Qualifications

  • Proven experience in financial services or dealership finance management with a focus on auto sales or similar industries.
  • Strong background in loan officer responsibilities including loan processing, credit analysis, and contract negotiations.
  • Excellent customer relationship management skills coupled with a commitment to delivering outstanding service.
  • Familiarity with TILA regulations and compliance standards within the lending industry.
  • Proficiency in financial software applications and basic math skills necessary for accurate calculations and data entry.
  • Experience in upselling financial products within a dealership or similar environment is highly desirable.
  • Knowledge of title processing procedures and automobile sales financing processes.
  • Strong negotiation skills paired with the ability to analyze credit reports effectively.
