MIGA serves as a one-stop shop for all WBG guarantee business, providing the best guarantee solutions for clients to meet project needs and development priorities. The platform provides three types of coverages: credit guarantees for loans to the public or private sector; trade finance guarantees for trade finance projects involving public entities; and political risk insurance against non-commercial risks for private sector projects or public-private partnerships.

The Finance and Risk Management Group (MIGFR) is responsible for ensuring MIGA’s financial integrity, income sustainability, and balance sheet optimization. We achieve this through the management and oversight of MIGA’s accounting, financial reporting and control function, investment management and cost efficiency optimization, related portfolio risk management, SOE counterparty risk assessment, reinsurance and syndications program, budget, and information technology strategy and plans, and systems.

MIGFR is looking for a Finance Officer to support the investment and risk divisions. The role will be reporting to the Head of Risk Analytics and the Principal Investment Officer.

Duties and Responsibilities:

The Finance Officer will play a crucial role in the use and the development of the Agency’s internal quantitative tools, including but not limited to MIGA’s Economic Capital (EC) model and MIGA’s liquidity framework. She or he will report to the Head of Risk Analytics and the Principal Investment Officer. Key responsibilities will include:

  • Design, develop, enhance and implement quantitative models focusing on Economic Capital, Liquidity and Correlation Risk analysis and modeling, Foreign Exchange risk modeling, Stress tests related to MIGA’s economic capital model and investment portfolio

  • Support the Risk Analytics team with regular execution of the risk models for various business applications

  • Provide quantitative research and analysis on MIGA’s activities, specifically related to risk, liquidity and analysis of the adequacy of MIGA’s quantitative processes

  • Generate detailed risk and exposure reports, providing accurate and timely information on exposures, trends and potential impacts

  • Contribute to the monitoring of key indicators and developing early warning systems to alert on potential emerging risks related to the investment portfolio

  • Gain an expert understanding of MIGA’s Economic Capital and liquidity models and become a key reference point within the Risk and Finance team

  • Play a critical role and act as a source of expertise in the stress tests of MIGA’s Economic Capital, liquidity and investment models and present results to a wide audience, including senior management

  • Contribute to the collaboration and cooperation across the department, with a particular focus on the Risk Analytics and Investment management units

  • Contribute to the design, business requirement development, quantitative support, tools building and testing of IT system enhancements for MIGFR

  • Stay updated on industry best practices and emerging trends in financial engineering and best practices, incorporating relevant insights into MIGA’s framework

Selection Criteria

The ideal candidate will possess as many of the following professional and personal characteristics as possible:

  • A Master’s or higher degree in finance, mathematics, physics, engineering or a related quantitative field.
  • A minimum of 5 years of relevant experience in risk analytics and modeling, financial engineering, and /or financial platform implementation with a focus on complex financial instruments and exposure to highly technical problems

  • Strong interpersonal skills with a proven ability to collaborate and work effectively with colleagues, management and staff at all levels. Ability to articulate complex technical concepts to non-technical stakeholders and facilitate organization change by building consensus and resolving challenges

  • Understanding of liquidity management, risk optimization, and both strategic and tactical asset allocation.

  • Working experience with one or more of the following programming languages: VBA, Matlab, C, C++, Python

  • Working experience with database design, data visualization

  • Demonstrated ability to think strategically and rapidly analyze diverse information from varied sources.

  • Hands-on approach with the ability to manage multiple tasks in a small team setting.

  • Highest standards of ethical integrity and transparency.

  • Experience working with the insurance industry, pension funds, investment banks, structured solutions desks, multilaterals or central banks is preferred but not required.

  • In addition, the candidate is expected to confirm that no significant personal conflict of interest would arise out of performing the role of Finance Officer for MIGA.
