Position Description


Performs financial analysis and regulatory work involving compiling, reviewing, and analyzing financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essential Duties:

  • Analyzes financial data, information, and applicable business, financial, and/or regulatory plans.
  • Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation.
  • Performs financial analysis scenarios; processes information by auditing and verifying financial data.
  • Research technical questions regarding financial and regulatory compliance with applicable state and federal statutes and regulations.
  • Interprets data analysis results to identify significant differences and trends in data to inform decisions.
  • Consults with internal and external customers to identify data analytics needs.
  • Create new and/or analyze existing financial models and reports for federal and state-funded project obligations, oversee strategies to increase utilization of federal and other funding; and monitor/advise leadership and key stakeholders of potential lapse of federal-aid funding.
  • Reviews and edits materials and recommends revisions in scope, format, and content.
  • Coordinate with TxDOT division/district offices and external entities as appropriate, in response to questions, data requests, audits, reports, etc.
  • Prepares, reviews and/or updates Federal Project Authorization and Agreements (FPAA); reviews Advance Funding Agreement (AFAs), confirm funding eligibility and assist division/district offices with federal funding questions.
  • Prepares, reviews, and distributes letting, project funding, federal/state funds management reports and/or presentations for Commission & quarterly review meetings, senior leadership, and statewide initiatives.
  • Coordinates project activities to support implementation of agency initiatives and implementation of new and/or revised legislation.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: Bachelor's Degree in Accounting, Finance, Economics, Business, Public Administration or related Mgmt. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 3 years financial analysis work. (Experience can be satisfied by full time or prorated part time equivalent).*

  • Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be
substituted for experience on a year per year basis.

Preferred Qualifications:

  • Bachelor's degree from an accredited four-year college or university in accounting, business administration, finance, economics, mathematics, or a related field is preferred.

Competencies:

Extensive knowledge of -

  • Financial management and accounting systems
  • Working with streaming data and unstructured data from multiple data sources
  • The use of technical tools such as Excel, Tableau, and data analytics
  • Developing and presenting reports in multiple formats

Considerable knowledge of -

  • Budgeting methods and procedures
  • Reporting standards and data management using Tableau and Excel
  • Applicable laws, rules, and regulations
  • Modifies existing reports and/or develops new reports by analyzing databases, data sources, and structures for the benefit of users
  • Assists in identifying and interpreting data patterns and trends and assessing data quality.

Proficient skill in -

  • Responding to incoming requests from business areas on reports and applications.
  • Monitoring the status and progress of projects
  • Evaluate and make recommendations regarding data integrity
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Analyzing and organizing business, financial, and technical data
  • Ability to communicate effectively

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting - prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
