PD11: Financial & Budget Management Analyst – Senior
Description: As a senior analyst, this individual leads key financial management activities for a program or group of programs. The role requires providing in-depth analysis of budgets, justifying resource allocations to external stakeholders, and defending program financial health. They serve as a key financial expert to the government Program Manager.
Duties May Include:
- Leading internal program build activities, including budget analysis, planning events, and the creation of detailed documentation packages.
- Leading the effort to justify and defend programs and budgets to oversight bodies.
- Supporting the development and preparation of budget testimony, briefing materials, and formal responses to inquiries from ODNI, OSD, OMB, and Congress.
- Conducting complex financial data analysis, identifying multi-year trends, and generating detailed reports using automated tools and databases.
- Providing expert support and recommendations to Program Managers in the development and implementation of fiscal execution spend plans, including strategies for handling funding shortfalls.
Required Skills:
- A minimum of 8 years of demonstrated experience providing financial support.
- A Bachelor's degree in a business-related field or financial management.
- Demonstrated proficiency using MS Excel to include creating and utilizing advanced formulas, functions and Pivot Tables to analyze and reconcile budgetary data.
- Proficiency building financial charts and briefings in MS PowerPoint.
- Experience researching, maintaining, and presenting complex budget analysis to all levels of management.
- Excellent verbal and written communication for professional correspondence and stakeholder interactions, ability to handle confidential information with the utmost integrity and tact.
Desired Skills:
- Master's degree in a relevant field.
- Three years of experience with DoW/IC financial processes and software.
- Certified Defense Financial Manager certification (CDFM)
