Financial HR Consultant

Job Summary

The Financial HR Consultant is responsible for providing expert advisory and operational support in HR financial matters, including payroll auditing, salary calculations, budgeting (Chapter One), and compliance with applicable HR and financial regulations. The role also involves training staff and ensuring accuracy, transparency, and compliance in all HR-related financial processes.

Key Responsibilities

• Train and develop staff on preparing personnel transactions accurately and in compliance with regulations.
• Train employees on the preparation and calculation of end-of-service benefits.
• Review monthly promotion requests to ensure compliance with policies and financial accuracy.
• Review and validate monthly salary calculations for council employees.
• Oversee and verify disbursement of various committee allowances.
• Calculate salary differences and financial adjustments impacting employees’ payroll.
• Participate in the preparation of the annual budget for Chapter One (salaries and related expenses).
• Prepare official correspondence to the Ministry of Finance regarding budget reinforcements or transfers between Chapter One budget items.
• Perform any additional tasks assigned by the Department Head or Section Head.

Qualifications & Experience

• Bachelor’s degree in Accounting or a related field.
• Minimum 10 years of experience in auditing and accounting work related to human resources, salaries, and Chapter One budgeting.
• Extensive experience in HR functions; preference for candidates with financial auditing experience in courts.
• Knowledge of Qatari Human Resources Law.

• Ability to provide legally supported HR consultations.
• Strong research and data-gathering skills to support decision-making.
• Excellent communication skills in Arabic (spoken and written).
• Strong report writing and presentation skills.
