This position is located at Headquarters, Quantico, VA. Candidates selected for this position will serve as a Financial Management Analyst NF5.
Major Duties
Serves as the Planning, Programming and Budget Section Head for Future Operations Branch, Marine and Family Programs Division (MF), Headquarters Marine Corps.
Provides direct oversight on matters pertaining to MCCS program management, planning, programming, and budget within MCCS. Uses thorough knowledge of MCCS program guidance, orders and directives, Department of Defense and Department of Navy instructions and regulations, and government laws and regulations to facilitate the identification and resolution of issues. Participates in MCCS strategic sourcing reform, to include the conduct and analysis of MCCS resources. Participates in multi-year planning, programming, budgeting and analysis of MCCS programs consistent with requirements contained in planning and programming guidance received from Higher Headquarters and other HQMC advocates.
Coordinates work internally and externally with senior civilian and military officials. Plans, develops, and conducts data-gathering activities and provides financial analysis and evaluation of the data and related program processes to senior leadership. May travel to conduct site visits. Makes recommendations on program corrective actions or initiatives and conducts follow-up.
Through DC M&RA (MF), helps establish recommendations for Marine Corps-wide MCCS program execution and the future direction of funding profiles. Provides recommendations for financial guidance and policies. Conducts long and short-range resource requirements forecasts, program reviews, and evaluations. Identifies new developments or issues which require innovative actions and makes or recommends decisions to meet new goals. Coordinates and validates MCCS Program Objective Memorandum (POM) requirements, Current Year Deficiencies and Mid-Year Reviews for formal submission to Higher Headquarters. Coordinates with DC M&RA (MF Division) on the allocation and execution of MCCS appropriated fund resources. Assist MF staff in preparing, submitting, justifying, and defending MF¿s portion of the Marine Corps POM and Future Years Defense Plan (FYDP). Ensures MF APF and NAF budgets are properly formulated and justified. Analyzes Marine Corps programming and budgetary guidance. Interprets new guidance and budget procedures and writes clear concise supplemental guidance for MF program managers and planners.
Advises the MF Director, Future Operations Branch Head, Assistant Future Operations Branch Head and program managers on issues such as appropriated fund laws and regulations; budgeting strategies and techniques; use of financial management products and systems; resource distribution; program priorities; financial forecasts; and development of annual and long-range financial plans. Ensures appropriated MF staff have the necessary information and advice to properly plan MF¿s APF budget. Provides financial information, including financial reports showing the status of budgetary authority, trend analyses of expenditures; and comparisons of actual performance to the program plans.
Supervises full performance level financial specialists to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and approving time, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.
This is a white-collar position where occasional lifting up to 20 lbs may be required.
Qualifications
Bachelor's degree in Business Administration, Finance, Public Administration, or a related field such as Accounting appropriate to the work of position and four years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above. Certified Management Accountant, OR Certified Defense Financial Manager status is preferred. Skill to: provide expert advice on, implement and monitor financial planning, programming, budgeting and execution using an automated system. Knowledge of the Standard Accounting, Budget and Reporting System (SABRS); the USMC Programming and Budgeting skill to develop strategic plans to stimulate development and improvement of programs; skill to assist in program development, assessment, and evaluation; knowledge of and experience in Planning, Programming, Budget and Execution process; finding effective solutions to unique and/or complex situations; ability to interpret and integrate policies and directives into Marine Corps programming and planning involving significant difficulty and responsibility. Ability to effectively and appropriately represent MCCS in senior level meetings, presentations, discussions and dialogue. Must be able to travel.
Documentation Database (PBIS) and the USMC organizational structure experience preferred. Skill to effectively represent MCCS and the Marine Corps in senior level meetings, presentations, discussions and dialogue, and deal effectively with senior staff personnel at all levels regarding budgetary issues. Expert skill to: prepare and present multi-year budget plans
and forecasts; analyze, interpret and apply complex policies and regulations in developing budgeting plans and policies; gather, assemble, consolidate and analyze financial data and draw conclusions to resolve complex issues or problems and provide recommendations and process improvements. Expert skill to: analyze and evaluate automated accounting systems, monitor workflow processes, and analyze trends to provide status of operations; make improvements, correct deficiencies and assist in program development, assessment, and evaluation. Knowledge of and experience in budgeting and finding effective solutions to unique and/or complex situations to ensure fiscal integrity of operations, accuracy of reports, adequacy of controls and compliance with federal laws and regulations. Experience supervising employees in the accomplishment of work.
Must be able to obtain a Secret security clearance and must be able to maintain the required level of clearance while employed in the subject position.
