Financial Specialist – ERP Finance & Budget Support

The State of Idaho Controller’s Office (SCO) is seeking a finance professional to provide direct support to state agencies using Idaho’s enterprise resource planning (ERP) system, Luma (Infor CloudSuite). Position Overview The Financial Specialist – ERP Finance & Budget Support provides ongoing functional and system support to state agencies using the Luma ERP system. This includes troubleshooting issues, answering agency questions, ensuring financial transactions are processed correctly, and helping maintain compliance with statewide accounting and budget policies. This role works closely with agency finance staff, internal subject matter experts, and system vendors to ensure financial and budget operations run smoothly and efficiently. They will establish and maintain positive relationships with functional policy owners to ensure the interpretation of laws, regulations, and program policies and procedures are applied appropriately. The employee will be required to understand and document complex workflows, determine gaps between requirements and technology, and assist in development of sustainment documentation. Success in this position requires strong accounting knowledge, problem-solving ability, and a commitment to professional, timely customer service. This role is dependent on real-time teamwork, in-person mentoring and in-person collaboration to problem-solve and provide customer service in real time.

Key Responsibilities ERP & Functional Support

  • Serve as a primary point of contact for agency finance and budget users.
  • Develop working knowledge of ERP modules such as general ledger, cash, assets, projects and grants, accounts receivable, intercompany billing, and budget control.
  • Respond to stakeholder inquires in a timely and professional manner, as defined by SCO policy.
  • Troubleshoot system and transaction issues within the ERP environment.
  • Support and troubleshoot financial system interfaces that transmit data between the Luma ERP system and other internal and external systems.
  • Monitor interface activity, analyze transmission errors, and coordinate with technical teams and agency staff to ensure timely resolution of data integration issues.
  • Assist in testing, validating, and documenting interface changes to ensure accurate and reliable data exchange.
  • Ensure financial transactions are processed correctly.
  • Coordinate with internal teams and vendors to resolve cross-functional system issues.
  • In-person (and in-office) collaboration with team members to problem solve and provide customer service in real time is essential to this position.

Financial & Policy Compliance

  • Apply accounting principles and statewide financial policies to ensure proper system configuration and transaction processing.
  • Work with state policy leaders and subject matter experts to ensure compliance with laws, regulations, and established procedures.
  • Assist in reviewing and improving financial processes and system workflows.

Documentation & Training

  • Document financial business processes, system workflows, procedure manuals and other support documentation.
  • Assist in developing and updating training materials and presentations.
  • Assist in communicating system changes and updates clearly to agency users.

Operational Support

  • Manage assigned work tasks and prioritize requests based on impact and urgency.
  • Participate in system testing and validation of system changes.

Additional Functions

  • Contributes to the positive performance of the Luma Division and the office.
  • Demonstrates timely and consistent attendance.
  • This is an in-office position.
  • Any additional duties as assigned by the State Controller or his/her designee.

Minimum Qualifications

  • Good knowledge of accounting principles and practices.
  • Experience in developing and preparing financial documents.
  • Experience in using computer systems to develop, analyze, and report on financial data.
  • Experience in analyzing financial activities and recommending management action.

MQ Specialties

  • Experience developing, monitoring, evaluating, and reporting financial activities and expenditures; interpreting laws, regulations, and policies and advising on their requirements; evaluating statistical and financial information and developing reports of findings.
  • Troubleshooting automated system changes, testing automated system changes, including using data extraction tools and methods for analysis, sampling, testing and reporting. Documenting business processes.

Desired Qualifications

  • Experience supporting governmental financial operations.
  • Experience working in or supporting an ERP financial system.
  • Understanding of the State of Idaho chart of accounts and budget controls.
  • Experience troubleshooting financial system issues.
  • Knowledge of internal control practices and procedures.
  • Experience documenting business processes or participating in system testing.
