Manage the total cost of ownership (TCO) and pricing for a complex hybrid environment:

On-Premise/Sovereign Cloud:
VMware, storage, networking.

Public Clouds:
Azure and Oracle.

Platforms:
Red Hat OpenShift, containerized workloads.

"Anything-as-a-Service" (XaaS):
DRaaS, BaaS, Monitoring-as-a-Service, etc.
Key Responsibilities

Financial Governance:
Build and maintain comprehensive cost and pricing models for all services.

Cost Management & Optimization:
Proactively monitor, analyze, and implement savings (right-sizing, reservations, removing waste) across the entire hybrid landscape.

Chargeback/Showback:
Own the end-to-end billing model to accurately charge back costs to internal government entities.

Budgeting & Forecasting:
Lead budget planning, track spend vs. forecast, and flag risks.

Reporting & Analytics:
Create dashboards and reports for leadership using PowerBI and native cloud tools.

Policy & Compliance:
Establish and enforce FinOps policies (tagging, governance) in line with government financial rules.

Vendor Management:
Work with procurement to manage cloud contracts, validate invoices, and track commitments.
Ideal Candidate Profile

Experience:
7-12 years in FinOps, cloud financial management, or IT finance within a large enterprise or government context.

Technical Skills:
Expert in financial analysis, Excel, PowerBI, and cloud pricing models. Must understand cost data from multiple platforms (Azure, Oracle, VMware).

Soft Skills:
Exceptional communication and presentation skills to influence senior leadership and external entities. Strong negotiator and detail-oriented.

Certifications:
FinOps Certified Practitioner is highly preferred. Azure, Oracle Cloud, and ITIL certifications are a plus.
