Fire Engineer

Classification Definition

To drive, operate and maintain fire fighting apparatus and equipment; to respond to fire alarms, emergency calls and non-emergency calls to protect life and property; to conduct and participate in fire training, fire prevention, public education, station and equipment maintenance activities; to assist in all phases of fire suppression; and to perform a variety of duties relative to assigned area of responsibility.

Essential Duties and Responsiblities

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned Fire Captain or higher level staff.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS-Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

1. Drives, operates and maintains all fire fighting and suppression apparatus and equipment; places apparatus in operation; lays hose; calculates and monitor hydraulic conditions; directs engine hook-up; sets up and adjusts controls to ensure proper water flow; operates aerial ladder trucks; stabilizes truck; maneuvers and extends retracting ladder; performs routine and minor repairs as needed including pumping apparatus and aerial ladders.

2. Responds to fire alarms and emergency calls to protect life and property; assist in all phases of fire suppression; ventilates and enters burning structures to extinguish fires and rescue victims; operates pneumatic and auxiliary equipment such as generators and pumps; provides emergency medical service as needed; responds to non-emergency calls for service as necessary.

3. Operates and maintains fire station and associated equipment; maintains surrounding grounds; initiates orders for supplies and repairs; writes specifications for safety clothing and equipment.

4. Participates in testing all department equipment such as hoses, ladders, nozzles, ropes, protective breathing apparatus and protective clothing.

5. Performs uniform fire code inspections at engine company level; assists in the enforcement of fire prevention codes and ordinances; conducts fire prevention inspections of businesses and schools; conducts investigations of fire scenes to determine the origin and cause of fires.

6. Prepares, submits and maintains reports on fire suppression activities, incidents, apparatus maintenance and inventory.

7. Participates in training exercises; develops skills in fire suppression, medical aid, apparatus operation, physical fitness and other related areas; provides support in the development of staff through training exercises and classroom instruction.

8. Performs salvage and overhaul operations to preserve property and remove hazards; responds to, assesses and mitigates hazardous materials incidents.

9. Maintains awareness of new development in the field of fire suppression/prevention and other fields relevant to assigned responsibilities.

10. Performs related duties and responsibilities as required.

Minimum Qualifications

Experience and Training Guidelines
Minimum requirements as a condition of hire:

Experience:

Three years full-time paid experience as a Firefighter or Firefighter/Paramedic including one year with the City of Rialto Fire Department.

Training:

High School diploma or GED.

Licenses and Certifications


  • Possession of a State of California Class C driver’s license with Firefighter Endorsement or equivalent.
  • Current State of California Emergency Medical Technician or Paramedic certification/licensure with eligibility to work under the Inland Counties Emergency Medical Agency policies.
  • California State Fire Marshal’s Office
  • Proof of Firefighter I certification or successful completion of the probationary period is contingent upon obtaining Firefighter l certification.
  • Proof of Firefighter Il certification or successful completion of the probationary period is contingent upon obtaining Firefighter ll certification.
  • Current City of Rialto Fire Department Certified Driver

WORKING CONDITIONS

Environmental Conditions:

Emergency fire fighting environment; hazards of emergency driving; exposure to airborne and bloodborne pathogens, heat, noise, dust, grease, smoke, fumes, gases, radiant energy, toxic materials, inclement weather conditions; work at heights on scaffolding and ladders and with water; work in confined spaces.

Physical Conditions:

Essential functions may require maintaining physical condition necessary for heavy or moderate or light lifting, bending, stooping, kneeling, crawling; walking, standing or sitting for prolonged periods of time; operating motorized equipment and vehicles.

Knowledge of:

Procedures and equipment used in modern fire fighting and emergency medical response.
Operation, use and maintenance of pump engines, fire apparatus and other fire equipment.
Principles of fire apparatus hydraulics.
Principles of providing emergency care at the basic life support level.
Methods and techniques of handling hazardous materials.
Principles and practices of modern fire suppression and prevention.
Methods and techniques of public relations and instruction related to fire suppression and prevention.
Geography and water systems of the City and surrounding areas.
Pertinent Federal, State and local laws, codes and regulations governing fire prevention and aircraft rescue and fire fighting services.

Ability to:

Drive, operate and maintain associated fire suppression and emergency medical response vehicles, apparatus and equipment.
Participate in fire fighting and emergency response activities.
Perform a variety of fire suppression activities.
Interpret and apply applicable Federal, State and local policies, laws and regulations governing fire fighting.
Respond to requests and inquiries from the general public.
Provide public information and education regarding fire prevention.
Prepare a variety of technical and operational reports.
Observe and follow safe fire fighting and work practices.
Operate office equipment including computers and supporting word processing and spreadsheet applications.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Maintain mental capacity which allows for effective interaction and communication with others.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
Maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, writing and operating assigned equipment.

Selection Process:
Candidates must clearly demonstrate through their application material that they meet the employment standards outlined above. All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Examinations for the positions may consist of any combination of written, performance, and oral exams to evaluate the applicant's skills, training, and experience for the position. Successful applicants will be placed on an eligibility list. The City may also merge lists. The selected candidate(s) must successfully complete pre-employment clearances which may include a physical, drug screen, and fingerprinting.

Veterans Preference Credit Eligibility:
Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only. This preference will apply only to the first appointment to any regular full-time City appointment. RETIREMENT
The California Public Employees' Pension Reform Act (PEPRA), which took effect in January 2013, changes the way CalPERS retirement and health benefits are applied, and places compensation limits on members. The greatest impact is felt by new CalPERS members.

As defined by the PEPRA, a new member includes:

  • A member who joined CalPERS prior to January 1, 2013, who, on or after January 1, 2013, is hired by a different CalPERS employer following a break in service of more than six months.

  • A new hire who joined CalPERS for the first time on or after January 1, 2013, and who has no prior membership in another California public retirement system.

  • A new hire who joins CalPERS for the first time on or after January 1, 2013, and who was a member of another California public retirement system prior to that date, but who is not subject to reciprocity upon joining CalPERS.

All members who don't fall into the definitions above are considered classic members. Classic members will retain the existing benefit enrollment levels for future service with the same employer.

PERS Retirement Employee Cost-Sharing: Safety 9% (Post-Tax until after PERS Contract Amendment effective date regarding cost-sharing/pretax)

According to the Rialto Professional Firefighters Local 3688 Memorandum of Understanding, in addition to the monthly salary, the City offers:

RETIREMENT benefits are provided to City employees by the Public Employee's Retirement System (PERS), at 2.7% at age 57 formula.

CAFETERIA PLAN City's contribution to the Cafeteria Plan is $1,800 to go towards the employee's contributions for Health, Vision, and Dental insurance premiums for each employee of the unit.

LIFE INSURANCE provides a $150,000 double indemnity policy for employee plus dependent coverage ($10,000 for spouse and $5,000 dependent children.

BILINGUAL PAY is paid ($100 per month) to employees who successfully pass the bilingual proficiency examination for Spanish.

VACATION with pay of 6.47 hours per pay period is granted the first through the fourth year.

SICK LEAVE is accumulated at the rate of fourteen (14) hours per month for 56-hour/week personnel and ten (10) hours per month for 40-hour/week personnel. This amounts to one hundred sixty-eight (168) hours per year for 56-hour/week employees and one hundred twenty (120) hours per year for 40-hour/week personnel.

SPORTS CENTER usage has been made available; at no cost, to all employees as set forth in the usage guidelines. The facilities include weight room, racquetball and tennis courts, pool, sauna, and jacuzzi.

DEFERRED COMPENSATION is available to those employees who wish to supplement their retirement income. Money may be deducted from their checks and placed in a security plan without paying taxes on the amount until it is withdrawn. For employees with 10 years, the City shall pay $500/month toward deferred compensation plan. For employees with 5 years, the City shall pay $100/month toward deferred compensation plan.

EMERGENCY SERVICE: All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster.
