Opening Date: 3/11/26Closing Date: 3/25/26 at 11:59 p.m. Recruitment Information: Candidates will be reviewed as applications are receivedUnder general supervision, the Fiscal/Human Resources (HR) Technician performs technical assistance and support in fiscal services, human resources and administration, including payroll, reviewing and recording financial data, record retention, recruitment, employee benefits and leave administration within established systems and procedures. This classification is established as an "at will" position and, as such, the incumbent serves at the pleasure of the Court Executive Officer. This is an entry and first journey level position, with work in fiscal services, human resources and general administrative support. Incumbents work under general supervision to perform duties that are well defined and in accordance with pre-established policies, procedures and standards. Duties emphasize standard or routine assignments performed with some independence. Incumbents must maintain confidentiality and use sound judgment in performing assigned duties. Errors in judgment or failure to complete assignments may result in serious delays and/or considerable expenditure of resources. Incumbents do not usually lead or supervise the work of other technical staff.The Fiscal/HR Technician is distinguished from the higher-level fiscal services and human resources classifications in that the latter perform more difficult and complex duties and may have responsibility for mentoring, training and assigning work to the former. The Fiscal/HR Technician is a confidential, unrepresented position.
EXAMPLE OF DUTIES
The Court reserves the right to assign or reassign duties as required to achieve business and operational objectives. When assigned, all of the essential functions and duties listed below must be accomplished effectively, are standard, and may not be inclusive of all functions and duties that may be assigned. Essential functions and duties may include, but are not limited to those listed below. Assists with processing Accounts Payable in SAP; computes obligations and collects and verifies supporting documentation; prepares accounting systems documents (e.g. vouchers, warrants, transfers and checks) for approval and distribution; tracks and monitors compliance with purchase orders and contracts.Supports the processing of biweekly ADP payroll; audits and records entries and adjustments on timesheets; integrates State Disability Insurance, Workers’ Compensation, and garnishments; reviews payroll registers and reports for accuracy; calculates manual payroll checks; processes payroll liabilities; reconciles employee leave balances.Helps with Accounts Receivable processing; prepares customer invoices in SAP; receives payments and maintains accurate records of monies received.Assists with the maintenance and management of victim restitution including but not limited to the distribution of payments to incumbents.Assists with daily deposits through various forms of payments via Court’s case management system. Oversees the ordering and stock of office supplies and maintains records of purchases made by the administration department.Answers routine fiscal and HR inquiries by the public or Court staff and prepares related correspondence, as well as manages administrative mail and faxes.Assists in the planning and execution of recruitment activities including job announcements and advertisement preparation, the evaluation of applications for completeness and minimum qualifications, arranging and scheduling oral interviews and interview panels, assembling interview materials and responding to the public’s questions regarding employment applications and the examination process.Supports the processing of new hire paperwork and benefit enrollments; communicating benefit options to employees and coordinating annual open enrollment periods; resolving issues with benefit carriers; ensuring payments and employee deductions are accurate. Maintains a wide variety of required fiscal and HR reporting, including benefit spreadsheets, ADP reports, retirement reports and census data; assists with required employee training tracking and annual staff notices to ensure compliance.Assists in researching, compiling and developing information for projects, studies, contracts and reports from a variety of resources; interprets department policies on routine administrative matters and explains procedures to others. Notifies supervisors/managers of due dates for performance evaluations and processes completed evaluations and salary increases.Facilitates record retention management in fiscal and HR including record destruction, digitization and required recordkeeping. Assists with administering leave eligibility paperwork and tracking programs, including Family Medical Leaves of Absence, Pregnancy Disability Leave, and Workers’ Compensation; provides information to employees, benefit carriers, and updates supervisors/managers on status.Prepares and maintains specialized and confidential personnel files and records; enters, updates and maintains employee information in online systems; processes personnel action forms; creates and maintains ad hoc reports.Supports the Court’s employee recognition program including the quarterly administrative newsletter and years of service awards. Responsible for assisting management staff with preparation and analysis relating to union negotiations.Maintains the confidentiality of Court documents and records. Establishes and maintains effective and positive working relationships with Court staff and others encountered during the course of work. Performs clerical and administrative work as well as special projects as requested by administration. Performs other duties as assigned.

Physical Requirements: Strength, dexterity, coordination and vision to use a keyboard and monitor; hearing to communicate with the public and Court staff; ability to sit for extended periods of time; walk or otherwise move within the Court facilities; reach with hands and arms; vision to read and write material; sufficient strength to lift, carry, push or pull materials weighing up to 25 pounds; lifting position may be from floor to waist, and/or from the waist to an overhead position; to stoop, kneel, squat, and crouch to pick up or move objects, office equipment and records; speak clearly on the telephone and before groups. Working Environment: Work is performed in an office environment with little exposure to outside temperatures or dirt and dust. The incumbent’s working conditions are typically quiet, but may be loud at times at some locations. The noise level and traffic level in the work environment are similar to a busy office. Normal business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Work outside of these hours may be necessary in certain circumstances.
