Job Purpose:


Ensure the safe, efficient, and compliant operation of Offshore Support Vessels (OSVs) engaged in Ras Tanura Agency and offshore marine operation projects, in line with Saudi Aramco Marine Procedures, regulatory requirements, and contractual obligations as per Bahri standards. Monitor vessel operational readiness, statutory compliance, and adherence to HSE and marine requirements. Assist vessel agency management in technical-related matters to support smooth and compliant offshore operations.


Key Accountabilities:



Strategy & Planning:


Participate in the development of the section’s business plans according to the department objectives. Manage the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices considering leading standards, productivity improvement, and cost reduction.


Performance Management:


Ensure that all section reports are prepared timely and accurately and meet Bahri’s requirements, policies, and quality standards.


People & Leadership:


Achieve the assigned objectives through setting individual objectives, managing performance, and developing and motivating staff.


Budgeting & Financial Planning:


Recommend the budget required from the section and monitor financial performance versus the budget while ensuring unit activities are conducted in line with the approved guidelines.


Policies & Procedures:


Ensure the effective implementation of policies, procedures, and controls covering all areas of assigned activities.


Functional Responsibilities:


  • Monitor and control cost efficient vessel operations and provide technical and maintenance related activities to assigned vessels.
  • Perform and plan sailing schedules and optimize the utilization of vessel fleet.
  • Oversee vessel and seafarers performance and provide vessel operations reports / updates on regular basis.
  • Ensure OSVs comply with Saudi Aramco Marine Procedures, charter party terms, and project specifications.
  • Monitor statutory certification, class requirements, and flag state compliance.
  • Perform regular vessel inspections and performance reviews.
  • Ensure full adherence to Saudi Aramco HSE standards, ISM Code, and applicable local & international maritime regulations.
  • Perform audits and inspections.
  • Support incident investigation and implement corrective and preventive actions.
  • Monitor vessel availability, reliability, and operational KPIs.
  • Manage planned maintenance, dry-docking schedules, and defect rectification to ensure vessels are fully always prepared for offshore deployment.
  • Ensure crew certification validity (STCW and Aramco requirements).
  • Monitor crew competencies, performance, and compliance with safety standards.
  • Support training and competency development initiatives.
  • Facilitate communication with Saudi Aramco Marine representatives, vessel masters, and offshore operations teams.
  • Guide technical and operational matters to ensure smooth offshore execution.
  • Manage operational issues, non-conformities, and escalations promptly.


Qualifications and Experience:


  • Bachelor’s degree in Marine Studies or equivalent maritime qualification.
  • Master Mariner (FG) or Chief Mate Certificate of Competency preferred.
  • +8 years of marine experience, including sea-going service on OSVs.
  • Minimum 2 years in a shore-based superintendent or fleet management role.
  • Proven experience supporting Saudi Aramco offshore projects or equivalent Tier-1 oil & gas marine clients preferred.
  • Strong knowledge of ISM Code, SOLAS, MARPOL, STCW, and offshore marine regulations.
