Role Overview

Our confidential client is seeking a General Manager (GM), Ready-Mix Factory in Riyadh to lead and deliver end-to-end ready-mix concrete operations across plant(s), dispatch/fleet, maintenance, quality, HSE, and operational-commercial coordination, while owning business performance, operational governance, and continuous improvement. The role reports directly to the Group CEO and is expected to drive safe, reliable, compliant, and profitable execution aligned with customer commitments and group strategy.

Key Responsibilities

You will own overall operational and business performance of the ready-mix function and enable consistent execution through structured planning, KPI cadence, cross-functional alignment, governance, and leadership discipline.

  • Business Leadership & P&L Ownership: Own operating performance across the ready-mix business/unit; lead annual operating plan and forecasting cadence; drive volume/mix/margin discipline with commercial stakeholders; run weekly/monthly business reviews with variance analysis and corrective actions; prioritize resources against operational bottlenecks and value drivers.
  • Operations, Production & Capacity Planning: Lead daily/weekly production planning across plant operations; ensure execution to approved mix designs and batching controls; optimize plant utilization, shifts, and throughput; reduce production losses (idle time, rework, rejects, waiting); maintain production traceability and operating discipline.
  • Commercial Alignment & Customer Service Performance: Align operations with sales/commercial on demand planning, project schedules, and service commitments; improve service reliability (on-time delivery, turnaround time, complaint response); lead escalation management for major customer/service issues; support critical accounts and projects with readiness and contingency planning.
  • Quality & Technical Governance: Partner with QC/QA to ensure product consistency, testing discipline, and documentation traceability; reduce returns/rejections through stronger process control and CAPA execution; govern nonconformance handling and quality audit readiness; support mix and process optimization within approved technical standards.
  • HSE (Health, Safety & Environment): Own HSE performance across plants, yards, workshops, and fleet interfaces; enforce safe systems of work, risk assessments, contractor controls, and toolbox routines; lead incident investigation and recurrence prevention; ensure audit findings and HSE actions are closed on time; maintain emergency preparedness and site readiness.
  • Maintenance, Engineering & Asset Reliability: Lead maintenance and reliability strategy across plant and dispatch-related assets; improve uptime through PM discipline, RCA, shutdown planning, and critical spares control; oversee major maintenance plans and lifecycle priorities; sponsor CAPEX and reliability improvement business cases with ROI/payback rationale.
  • Supply Chain, Procurement & Inventory Control: Coordinate material and service availability (cement, aggregates, admixtures, fuel, consumables, maintenance services); manage supplier performance and continuity risks; enforce stock discipline for spares/consumables; support cost optimization and vendor governance with Procurement.
  • Fleet, Dispatch & Logistics Performance: Own dispatch and fleet performance (owned/contracted); improve on-time delivery, truck turnaround, queue management, and utilization; align dispatch sequencing with site readiness and production priorities; define contingency plans for breakdowns, peak demand, and site constraints.
  • Finance, Cost Control & Working Capital: Manage budgets, cost controls, and unit economics (cost/m , maintenance cost/m , delivery cost performance); partner with Finance on monthly reviews and forecast accuracy; improve working capital through better operational controls (ticket accuracy, inventory discipline, AR support and escalation).
  • People Leadership & Capability Building: Lead and develop plant/network leadership teams; set KPIs and operating routines; build accountability and performance discipline; partner with HR on manpower planning, hiring priorities, training, and retention of critical operational talent.
  • Governance, Risk & Continuous Improvement: Maintain SOP discipline, approvals, and audit-ready controls; manage operational and compliance risks with mitigation tracking; improve data quality and KPI reporting cadence; drive continuous improvement initiatives across safety, service, quality, reliability, and cost performance.
Qualifications
  • 15+ years of experience in ready-mix concrete / building materials operations, including at least 5 years in a senior leadership role with end-to-end accountability.
  • Proven track record in P&L ownership and measurable performance improvement across safety, service, quality, reliability, and cost.
  • Strong experience in ready-mix production, dispatch/fleet coordination, maintenance/reliability, HSE, and quality control interfaces.
  • Strong leadership capability in industrial environments, with experience managing cross-functional teams and stakeholders.
  • Bachelor's degree in Engineering (Mechanical / Electrical / Industrial / Civil / Materials) or related field.
  • Strong Arabic and English communication skills.
Preferred / Nice-to-have
  • GCC experience in ready-mix concrete or building materials operations.
  • Multi-site / regional operational leadership exposure.
  • Certifications such as NEBOSH, Lean Six Sigma, CMRP, PMP, or equivalent.

  • HSE performance improves with stronger reporting culture, discipline, and timely closure of corrective actions.
  • Plant and fleet reliability improves (higher availability, lower unplanned downtime, stronger PM compliance).
  • Service performance improves (on-time delivery, turnaround time, complaint resolution effectiveness).
  • Quality consistency strengthens (reduced returns/rejections, improved compliance and CAPA closure).
  • Business performance meets or exceeds plan through improved operational efficiency, cost control, and margin protection.
  • KPI-driven management cadence is established and sustained (daily/weekly/monthly performance reviews with action tracking).
  • Supplier and contractor performance improves through SLAs, governance, and follow-through.
  • Leadership capability and accountability improve across the operational team.
  • A clear 6-12 month improvement roadmap (including reliability and CAPEX priorities) is defined and actively executed.
