Position: Head of Digital Products – Registration Authority
Role Purpose:
The Registration Authority (RA) is responsible for the registration and licensing of market entities, real properties, mortgages, land, leases, and securities within the Global Market. The RA also maintains statutory registers and serves as a trusted source of information for stakeholders.
The
Head of Digital Products
is accountable for defining, delivering, and continuously enhancing the Registration Authority’s digital products and platforms. The role ensures that all digital solutions are secure, user-centric, scalable, and aligned with ADGM’s strategic objectives, regulatory obligations, and stakeholder needs.
Key Responsibilities:
Strategic Responsibilities:

Define and execute the digital product strategy in alignment with ADGM and Registration Authority objectives.

Develop, maintain, and continuously refine a prioritized digital product roadmap.

Identify opportunities for innovation, automation, and service optimization across RA digital services.

Monitor industry trends, emerging technologies, and best practices to inform strategic decision-making and future product development.
Operational Responsibilities:

Lead the full end-to-end product lifecycle, from concept and requirements definition through delivery, launch, and post-implementation optimization.

Manage product requirements, including documentation, validation, governance, and sign-off.

Oversee agile delivery processes, including sprint planning, backlog management, prioritization, UAT coordination, and release management.

Drive user-centric and service-design-led approaches across all digital platforms to improve usability and operational efficiency.

Define, track, and report on Objectives and Key Results (OKRs) and product performance metrics.

Provide operational and functional support to key internal and external user groups.

Ensure timely resolution of defects, incidents, and enhancement requests.
Stakeholder & Collaboration Responsibilities

Act as the primary point of contact for digital products between the Registration Authority, ADGM technology teams, and external vendors or partners.

Engage and manage senior stakeholders, ensuring alignment, clear communication, and effective dependency management.

Gather, assess, and prioritize stakeholder and user feedback to drive continuous improvement and value realization.
People Management Responsibilities:

Lead, coach, and develop a high-performing digital product team.

Set clear objectives and performance expectations aligned with organizational goals.

Conduct regular performance reviews and provide timely, constructive feedback.

Mentor and develop high-potential and critical talent to support succession planning.

Address performance issues promptly and decisively.
Information Security Responsibilities:

Comply fully with ADGM Information Security policies, standards, and procedures.

Ensure the confidentiality, integrity, and availability of ADGM information at all times.

Embed security-by-design principles into all digital products and platforms.

Promote information security awareness and best practices within the team.
Qualifications & Certifications:
-
Bachelor’s degree in Business, Computer Science, Engineering, or a related field.

Master’s degree preferred, with exposure to Data, Analytics, AI, or Machine Learning.

SAFe and/or Certified Scrum Product Owner (CSPO) certification.
Experience & Skills:
-
Minimum 12 years’ experience in digital product management or digital transformation roles.

Strong hands-on experience with agile and iterative delivery methodologies.
-
Proven experience managing complex digital platforms and services.
-
Experience with Salesforce, Power BI, and application development.
-
Demonstrated experience working within regulated or compliance-driven environments.

Strong analytical, problem-solving, and decision-making skills.

Excellent communication, stakeholder management, and leadership capabilities.
