Position Overview
The
Head of Construction & City Operations
will oversee and manage all construction projects (interior and exterior) and city-level operational activities across multiple sites in Saudi Arabia. This role ensures project delivery excellence, operational efficiency, and compliance with safety, quality, and budgetary standards. The role requires a strategic leader with deep experience in construction management, site operations, infrastructure, and facilities coordination.
Key Responsibilities

Strategic Leadership

Develop and implement the construction and city operations strategy aligned with corporate objectives.

Provide direction to teams handling design, engineering, construction, and site operations.

Establish performance benchmarks and KPIs for projects and operational teams.

Advise the CEO and leadership team on construction progress, risks, and operational efficiencies.

Construction Management (Interior & Exterior)

Lead all phases of construction projects — from planning, design, and procurement to execution and handover.

Oversee both interior finishing and exterior structural works ensuring quality, safety, and timely completion.

Manage relationships with contractors, consultants, and suppliers to ensure project standards are met.

Conduct regular site inspections and progress reviews to maintain alignment with project timelines and budgets.

Implement value engineering and cost-control practices to optimize resource utilization.

City Operations Management

Manage end-to-end city operations, including infrastructure maintenance, facilities management, utilities, and public services coordination.

Oversee operational planning, budgeting, and performance monitoring for all city-level functions.

Develop and implement operational policies, procedures, and sustainability initiatives.

Ensure compliance with local regulations, health and safety standards, and environmental policies.

People & Stakeholder Management

Lead and mentor multidisciplinary teams across construction, maintenance, and city operations.

Coordinate with government entities, consultants, and other key stakeholders for permits and compliance.

Build strong vendor and contractor relationships for reliable and cost-effective project delivery.

Financial & Risk Management

Prepare and manage department budgets and financial forecasts.

Review project cost reports, ensure financial discipline, and identify cost-saving opportunities.

Anticipate project risks and implement proactive mitigation strategies.
Qualifications & Experience

Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or related field (Master’s preferred).

Minimum 12–15 years of progressive experience in construction and operations management, including at least 5 years in a senior leadership role.

Proven experience in large-scale commercial, residential, and mixed-use projects.

Strong knowledge of Saudi construction codes, regulatory requirements, and local market dynamics.

Experience with interior fit-out, exterior works, and infrastructure operations.

Excellent leadership, negotiation, and communication skills.
-
PMP or equivalent project management certification is an advantage.
