Job Function

The Head of Employee Relations and HR Administration is responsible for designing, driving and implementing employee relations and HR administration policies and programs. The HR functions include staff management, performance monitoring, and employee counselling, while ensuring the timely and effective delivery of Human Resources services in alignment with ASU’s objectives.

Responsibilities

Strategic HR and Policy Administration

  • Partner with the Director of HR to drive departmental budget planning in alignment with the ASU’s objectives.
  • Drive HR policy enhancements and implement relevant controls to ensure compliance, operational efficiency and delivery of high-quality, cost-effective services aligned with legislation and University objectives.
  • Provide guidance to line managers on employment practices ensuring legal compliance.

Compliance & External Relations

  • Spearhead compliance with quality, health, safety, and environmental procedures to guarantee employee safety, regulatory adherence, and responsible operational practices.
  • Oversee liaison with the Ministry of Manpower, SPF, and legal advisors to ensure timely resolution of external formalities and compliance requirements.

HR Services

  • Oversee the full HR lifecycle - from recruitment and contracts to separation - covering records, leave, pensions, SPF compliance, terminations, and statutory entitlements such as airfare and repatriation, in alignment with Omani labour law and the HR Policy Manual.
  • Drive coordination, drafting, validation, and issuance of employment, experience, and internship certificates.
  • Direct departmental reporting and employee data management ensuring accuracy, compliance, and timely delivery.

Employee Relations, Engagement and Services Development

  • Facilitate onboarding by coaching and mentoring new employees to integrate seamlessly and embody ASU’s culture and values.
  • Supervise fair and transparent implementation of disciplinary codes and assist in resolving major employee relations issues.
  • Design employee satisfaction surveys, exit interviews, analyse feedback and implement improvement actions.
  • Oversee training and development programs for non-academic employees and manage internship programs for fresh graduates.

General Responsibilities:

  • Supervise HR staff reporting to this position, providing guidance and performance oversight

Safeguard confidentiality and maintain secure handling of all HR-related information.

Experience

Minimum 5 years’ experience in a similar role.

  • Confidentiality and professionalism in handling sensitive information.
  • Excellent knowledge of Oman Labor Law and employment regulations.
  • Exceptional communication skills with the ability to influence and engage stakeholders.

Computer proficiency; fluent in English & Arabic.

Qualification

Bachelor’s degree in human resources or a related field from an accredited university.
