JOB PURPOSE / ROLE:
This role ensures the compliance of enterprise risk operations with applicable reporting requirements (e.g. internal, regulatory and analytical) and handles the development and submission of risk reports to SAMA and Bank’s management regarding the capital and risk status of the banking operations in alignment to the regulatory standards.
Strategy: Contributes to the development of divisional strategy and ensures translation and alignment during the development and monitoring of departmental strategy including objectives, targets and initiatives.
Policies, Processes & Procedures: Develops, reviews and recommends improvements to departmental policy and directs the implementation of procedures and controls, covering all areas of applicable regulatory (e.g. SAMA, Basel, etc.) compliance activity, so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.
Budget: Provides input for the development of departmental budget and monitors performance against approved levels within own function, ensuring any variances are appropriately addressed.
Day-to-day operations: Ensures adherence to approved departmental and organization policies and processes in carrying out the day to day operational work, while communicating with internal or external stakeholders, and suggest the areas of improvement.
Enterprise Risk Reporting: Produces internal and management reports e.g. Dashboard reports for the Board, Risk Committee, etc.; Ensures effective implementation of regulatory changes for Basel Framework e.g. implementation of Basel IV, etc.; Ensures timely generation and submission of the following regulatory reports: o Basel Q17 reports (Standardized and FIRB); o Consolidation of all Pillar 1 risk reports; Consolidation of Pillar 2 reports; Basel Pillar 3 reports; Counter cyclic buffers; BIS quantitative impact assessments and supervisory review surveys; SIMAH LGD; SIMAH PD; PD benchmarking. BIS/SRS quantitative impact assessments and supervisory review surveys; Ensures management of the reporting layer of OBIEE. Ensures timely reporting of enterprise level stress testing and scenario analysis; Recommends enhancements in the development of product level stress scenarios and integration with the financial planning activities; Ensures timely completion and reporting of sensitivity analysis and reverse stress testing; Ensures timely completion and reporting of semi-annual activity of regulatory stress testing; Provides feedback in setting corporate strategy on the basis of scenario analysis, sensitivity analysis and stress testing; Ensures development and execution of Internal Capital Adequacy Assessment Plan (ICAAP); Ensures management of the ERM engines of the OFSAA; Works on Risk Capital Planning and Budgeting; Works on Risk Capital Allocation; Develops and implements Risk Capital Optimization Strategies; Calculates Regulatory Capital (Pillar 1 and 2); Assists the head of section/department in performing any other work related to the function; Works as the backup of the head of the section, as required.
Continuous Improvement: Contributes to the identification of opportunities for continuous improvement of systems, processes and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement. To ensure understanding of the regulatory requirements applicable to the department.
Reporting: Prepares and presents departmental reports of Riyad Bank timely and accurately to meet company and department requirements, policies and standards.
Committees & Meetings: Represents the function and actively contributes in various committees/meetings (internal and external) as applicable and per authority levels in order to ensure relevant matters are dealt with in a timely and efficient manner.
People Management: Ensures all staff has clear objectives, regular performance feedback sessions, formal annual appraisals, and individual development plans, with particular emphasis on the development of talented Saudi national staff. Ensures and facilitates the employment, training and development of Saudi nationals within the organization.
Safety, Quality & Environment: Complies with all relevant safety, quality and environmental management policies, procedures and controls to ensure a healthy and safe work environment.
Related Assignments: Performs other related duties or assignments as directed by the management.
QUALIFICATIONS & EXPERIENCE:
Minimum Qualifications: Bachelor’s degree in Finance, Financial Engineering, Economics, Mathematics, or Statistics, preferably at a postgraduate level.
Minimum Experience: 8-10 years of relevant experience in banking sector.
Language: English: Advanced
TECHNICAL KNOWLEDGE AREAS:
Very good knowledge of the banking sector products;
Specialized knowledge and experience of various disciplines of financial and non-financial risk domains;
Very good understanding of creating and maintaining Dashboards and Analytical Reports;
Knowledge of statistical tool and methodologies (e.g. SAS, SPSS etc);
Extensive hands on experience of Excel, R, and Python;
Knowledge of Credit Risk Rating tools and systems;
Very good knowledge of the local and international risk standards and regulations.
