Job Title: Head of Section – Advance Tax Rulings
Department: Advance Tax Rulings Section, Tax Policy Department
Location: Doha
The Head of Section – Advance Tax Rulings (ATR) will provide strategic leadership and oversight of the ATR function, ensuring that all rulings are accurate, consistent, and delivered in a timely manner. The role is critical in aligning tax rulings with the organization’s strategic objectives and policy framework.
The successful candidate will oversee governance, technical quality, and team capability while acting as the key liaison between ATR, Legal Affairs, and Tax Policy. This role also involves reporting key developments and performance outcomes to senior leadership.
Key Responsibilities1. Strategy & Governance
- Define and implement the strategic direction, priorities, and KPIs for the ATR unit
- Ensure processes promote efficiency, transparency, clarity, and consistency
- Maintain a standardized interpretive approach across all tax rulings
2. Leadership & Team Development
- Lead workforce planning and assign responsibilities across team members
- Approve training programs and knowledge management initiatives
- Foster a culture of excellence, integrity, accountability, and confidentiality
3. Policy & Legal Coordination
- Collaborate with Tax Policy and other departments to ensure alignment with laws and regulations
- Approve updates to guidance notes, FAQs, and public communications
- Provide insights on emerging legal and policy issues
4. Case Oversight & Quality Assurance
- Conduct final reviews of rulings, especially complex or high-impact cases
- Ensure legal accuracy, clarity, and enforceability of all rulings
- Monitor performance metrics, backlog, and operational efficiency
5. Reporting & Stakeholder Engagement
- Report key updates, trends, and performance metrics to senior leadership
- Engage with government entities to resolve cross-functional issues
- Represent the ATR function in internal and external forums
6. Decision-Making & Escalation
- Determine cases requiring escalation to the Governance Board
- Ensure proper documentation, communication, and archiving of decisions

Qualifications & ExperienceEssential
- Master’s degree in Law, Accounting, Taxation, Finance, Economics, or Public Administration
- Minimum 10 years of experience, including at least 5 years in taxation
- Strong technical expertise in tax laws and legal principles
- Proven leadership experience managing complex casework
- Excellent stakeholder management and communication skills
- Fluency in Arabic and proficiency in English
