ASMO aims to be operational in 2025 and provide reliable end-to-end integrated procurement and supply chain services for companies across the industrial, energy, chemical, and petrochemical sectors. Our focus customers in the short term will be Saudi Aramco and its Affiliates. In the long term, all the industrial sectors within Saudi Arabia aim to reach the MENA region.
Objective
- The HSE Manager is responsible for overseeing and championing all aspects of HSE management to ensure ASMO's commitment to the highest standards of safety, health, and environmental responsibility. The HSE Manager have to ensure ASMO complies with health and safety laws and regulations, and to create a safe working environment for all employees
General Responsibilities
- Responsible for working with the HSSE Director to deliver the ASMO strategy for employee safety, including safety related aspects of occupational health within the Country.
- Ensuring that all site operations comply with local, national, and international health and safety regulations.
- Review the safety KPI's, leading and lagging indicators, informing the HSSE Directors of findings. Advise on strategy to ensure continual improvement.
- Identify and advise on effective strategies needed to improve Health and Safety performance thereby achieving key Country performance targets and objectives.
- Provide support and guidance to Start Up Operations to ensure that the site has as many of the safety BASICS in place as is reasonably practicable at Go Live.
- Effectively advise and manage the deployment of Behaviour Based Safety techniques.
- Manage/review/investigate safety related incidents within area of responsibility and report findings and causation using root cause analysis techniques.
- Manage the implementation of the Safety-First Framework at all locations within the Country.
- Provide leadership, direction, and support to the Site Safety Champions
- Promoting a culture of safety within the organization, encouraging safe practices among all employees.
- Creating and updating health and safety policies and procedures tailored to the operations activities and environment.
- Maintaining accurate records of safety incidents and reporting to senior management and regulatory bodies as required.
- Provide strategic guidance and support in the implementation of HSSE initiatives across ASMO.
- Collaborate with the HSE team members to ensure the effective execution of HSE programs and initiatives.
- Ensure full compliance with relevant HSE laws, regulations, and industry standards, maintaining a proactive approach to HSE risk management.
- Develop and implement HSE policies, procedures, and guidelines to safeguard employees, assets, and the environment.
- Lead efforts to establish a robust safety management system (SMS) that includes proactive risk assessments, incident reporting, investigations, and corrective actions.
- Oversee ASMO's response to incidents, including emergencies and accidents, ensuring timely and effective mitigation.
- Drive sustainability initiatives in alignment with ASMO's environmental and social responsibility commitments.
- Implement strategies to minimize ASMO's environmental footprint, promote eco-friendly practices, and support environmental stewardship efforts.
- Establish and deliver comprehensive HSSE training programs to equip employees with the knowledge and skills necessary for a safe, secure, and environmentally responsible workplace.
- Promote HSE awareness and a strong safety culture throughout the organization.
- Develop, track, and report on key HSE performance indicators and metrics to measure progress and identify areas for improvement.
- Present HSE reports to senior leadership and recommend corrective actions as needed.
- Engage with internal and external stakeholders, including regulatory agencies, to ensure transparent communication and collaboration on HSE matters.
- Raise employee awareness and commitment to ASMO's vision, mission, values and corporate strategy to establish a highly engaged and motivated workforce and continuously improve performance.
- Development of Site Safety Champions
- Recommend an optimum organisation structure for the Department, in coordination with the HSSE Director to ensure smooth workflow of operational processes and optimal utilization of resources.
- Identify and manage implementation of change initiatives on systems, processes and practices considering 'international leading practices', and/or other changes in the business environment.
- Manage the development and implementation of Departmental policies, systems, processes, and procedures to ensure operational excellence.
- Identify and manage the implementation of improvements to ensure compliance with ASMO's standards and regulatory requirements that are aligned to business needs to increase operational effectiveness.
- Present regular and ad-hoc management reports related to the function, provide recommendations to the HSSE Director on new opportunities, highlight critical issues and challenges, and provide strategic insight to ensure effective decision-making.
Qualifications
- Bachelor's degree in health and safety Science, Engineering, or equivalent from a recognized and accredited university is required.
- NEBOSH International Certificate in Occupational Safety and Health is required as a minimum (or Country equivalent).
- CSP (certified safety professional), CEP (certified environmental professional), or relevant certification, is preferred
- Demonstrated proficiency in oral and written English
- 9 years' experience in a similar role Nature of Experience
- Proven experience in senior HSE leadership roles, ideally within the energy, petrochemical, chemical and industrial sectors
