Job Purpose
The HSE Engineer will be responsible for overseeing, implementing, and monitoring Occupational Health, Safety, and Environmental (HSE) requirements for construction projects under a supervision consultancy role. The position ensures full compliance with Saudi Arabian regulations, client HSE standards, and international best practices, while supporting contractors to achieve high safety performance across all project phases.
Key Responsibilities
- Review, evaluate, and approve Contractors’ HSE Plans in compliance with client requirements, Saudi regulations, and international standards.
- Review method statements, risk assessments, and job safety analyses to ensure adequate hazard identification and control measures.
- Monitor day-to-day HSE implementation at construction sites and ensure compliance with project specifications and legal requirements.
- Conduct regular site inspections and audits to identify unsafe conditions and practices, and ensure corrective actions are implemented.
- Conduct and support HSE audits, including Fire Safety Audits, Heat Stress Assessments, Welfare Facility Audits, and periodic compliance audits.
- Investigate incidents, accidents, and near misses, review root cause analysis, and ensure effective corrective actions are implemented.
- Prepare and submit HSE reports, including Monthly HSE Statistics Reports, Incident Reports, and Management Walk Inspection Reports for client review.
- Ensure availability, suitability, and correct use of Personal Protective Equipment (PPE) on site.
- Liaise with clients, local authorities, and regulatory bodies to ensure full compliance with Saudi Arabian health, safety, and environmental regulations.
Qualifications & Experience
- Bachelor’s degree in Engineering or a related discipline.
- Minimum 10 years of HSE experience, with substantial experience in construction supervision or consultancy projects.
- Strong knowledge of Saudi Arabian HSE regulations, local authority requirements, and international standards.
- Professional HSE certifications such as NEBOSH IGC (mandatory); additional certifications are an advantage.
- Proven experience working on large-scale construction projects.
