JOB PURPOSE:
GCL is looking to hire an HSE Engineer to oversee and implement Health, Safety, and Environmental (HSE) policies and procedures on-site, ensuring compliance with UAE regulatory requirements, client specifications, and company standards. The HSE Engineer promotes a strong safety culture, conducts risk assessments, and drives continuous improvement initiatives to maintain a safe and sustainable working environment across all project activities.
KEY ACCOUNTABILITIES:

Implement, monitor, and maintain the project-specific HSE management plan and procedures.

Develop and update occupational safety and health (OSH) procedures tailored to project requirements.

Conduct risk assessments, HAZID studies, Job Safety Analysis (JSA), and implement appropriate control measures.

Support and monitor implementation of traffic management and emergency preparedness plans.

Carry out site inspections to identify unsafe conditions and behaviors, and recommend corrective/preventive actions.

Lead incident investigations, perform root cause analysis, and ensure corrective actions are closed in a timely manner.

Conduct regular HSE toolbox talks, training, and awareness campaigns to reinforce positive safety behaviors.

Liaise with client representatives, consultants, and local authorities (e.g., Dubai Municipality, Trakhees, DDA, OSHAD) to ensure compliance with all applicable regulations.

Maintain accurate and up-to-date documentation of safety inspections, audits, training records, and incident reports.

Monitor subcontractor HSE performance and ensure adherence to company HSE standards.

Promote a proactive safety culture and the company’s “Don’t Walk By” initiative, encouraging all staff to take ownership of safety.
EXPERIENCE & QUALIFICATION:

Minimum Qualification:
Bachelor’s degree or Diploma in Environmental Science, Occupational Health & Safety, Civil/Mechanical Engineering, or related discipline.

Certifications:
NEBOSH IGC or equivalent mandatory. ISO 45001 / ISO 14001 certification or training preferred.

Minimum Experience:
5–8 years of relevant experience in HSE roles within the construction, landscaping, or infrastructure sectors (UAE/GCC experience preferred).
SKILLS, KNOWLEDGE & ABILITIES:

In-depth knowledge of UAE HSE laws, codes, and regulatory frameworks (Dubai Municipality, Trakhees, OSHAD, etc.).

Strong understanding of risk assessment methodologies, incident investigation, and emergency preparedness.

Ability to develop and deliver HSE training sessions and safety inductions.

Competent in auditing and reporting safety performance indicators.
