Profile Description – HSE Officer (Power Plant & Turbines)
We are seeking a qualified
HSE Officer
with proven expertise in power generation, turbine operations, and high-voltage electrical systems. The role is responsible for ensuring compliance with all HSE standards, implementing safe systems of work, and fostering a zero-incident culture across power plant, Rotatory equipment and turbine projects.
The ideal candidate will have strong knowledge of
turbine erection, commissioning, rotating equipment hazards, confined space entry, lockout/tagout procedures, and fire safety systems
. By combining technical competence with proactive safety leadership, the HSE Officer will safeguard personnel, equipment, and the environment while driving continuous improvement in health and safety performance.
Job Description
Position Purpose
This position exists to ensure strict compliance with health, safety, and environmental (HSE) regulations in power generation facilities, including electrical power plants, turbine operations, and associated infrastructure. The HSE Officer applies technical knowledge of heavy electrical/mechanical systems, turbines, and power generation hazards to promote a positive safety culture and to protect people, equipment, and the environment.
Key Responsibilities

Implement and monitor all safety requirements as per company policy, client-approved LPP, and relevant regulatory standards specific to power plant and turbine projects.

Review work schedules and identify HSE risks associated with turbine erection, commissioning, electrical works, high-voltage systems, confined spaces, heavy lifts, and rotating equipment.

Ensure supervisors and foremen conduct daily safety reviews focusing on turbine, generator, boiler, and electrical substation activities.

Verify that operators, electricians, and turbine technicians are trained, competent, and certified for specialized tasks such as high-voltage isolation, turbine alignment, and heavy lifting.

Identify potential risks (fire, arc flash, mechanical failure, dropped objects, vibration-related hazards) and ensure corrective actions are implemented promptly.

Adopt and enforce a zero-incident safety culture across all turbine and plant operations.

Report any safety violations immediately to the HSE Manager/Project Manager and recommend preventive measures.

Ensure safe usage of tools, lifting equipment, lockout/tagout devices, and monitoring instruments specific to power plant operations.

Enforce PPE compliance (arc-rated clothing, hearing protection, safety belts, gloves, safety shoes, hard hats, fall arrest systems, etc.).

Conduct daily HSE inspections at turbine halls, substations, control rooms, and confined spaces to ensure adherence to safety protocols.

Promote awareness programs and toolbox talks focusing on turbine-specific hazards such as rotating machinery, noise, vibration, heat stress, and high-voltage exposure.

Stop any unsafe work activities, particularly those involving energized systems, turbine maintenance, or high-risk lifting operations.

Ensure availability and readiness of emergency response systems (fire protection, spill kits, rescue equipment) across the plant.
Qualifications & Skills

Diploma/Degree in Engineering or Occupational Health & Safety (preferred).

NEBOSH IGC or equivalent international HSE certification.

Minimum 5–9 years’ experience as an HSE professional in power plant/turbine or heavy electrical projects.

Strong knowledge of turbine operations, electrical safety (HV/LV), lockout-tagout (LOTO), confined space entry, and fire safety.

Excellent communication and leadership skills to drive a proactive safety culture.
