Job Title: PTW Officer (Permit to Work Officer)

Department: Health, Safety & Environment (HSE) / Site Operations
Reporting To: HSE Manager / Construction Manager

Job Purpose:
The PTW Officer is responsible for managing and controlling the Permit to Work system at project sites to ensure that all high-risk and critical activities are carried out safely and in compliance with company and regulatory requirements. The role involves verifying work permits, conducting site inspections, and ensuring coordination among all stakeholders before, during, and after execution of the work.

Key Responsibilities:

  • Implement and manage the Permit to Work (PTW) system in accordance with company and client requirements.
  • Review and verify all submitted permits to ensure accuracy, completeness, and compliance with HSE procedures.
  • Coordinate with work supervisors, HSE personnel, and site engineers to ensure all necessary precautions are in place before work begins.
  • Conduct site inspections to confirm that work conditions match the approved permits and safety measures are properly implemented.
  • Ensure that all personnel involved in the task understand the PTW conditions, hazards, and control measures.
  • Monitor ongoing activities under the PTW system to prevent simultaneous operations (SIMOPS) conflicts.
  • Suspend or cancel permits when unsafe conditions or deviations from procedures are identified.
  • Maintain accurate records of all permits issued, suspended, and closed.
  • Participate in toolbox talks, safety briefings, and coordination meetings as required.
  • Report any PTW violations, unsafe acts, or incidents to the HSE Manager.
  • Provide guidance and support to site teams in preparing risk assessments and method statements.

Qualifications & Skills:

  • Diploma or Bachelor’s degree in Engineering, Occupational Health & Safety, or related field.
  • Minimum 5–8 years of experience in PTW operations, preferably in construction, oil & gas, or industrial projects.
  • In-depth knowledge of PTW systems, risk assessment, and work safety procedures.
  • Certification in HSE (NEBOSH, IOSH, OSHA, etc.) preferred.
  • Good understanding of confined space entry, hot work, electrical isolation, and other critical activities.
  • Strong communication and coordination skills.
  • Ability to work independently and make quick safety decisions under pressure.
