Finance Manager
Key Responsibilities
- Lead financial strategy formulation aligned with the institution’s business goals.
- Advise the CEO/DCEO on financial performance, liquidity management, financial planning, capital structuring, and investment decisions.
- Oversee long-term budgeting, forecasting, financial modeling, and MIS reporting.
- Ensure accurate and timely preparation of financial statements, management reports, and regulatory returns in compliance with QCB regulations and applicable accounting standards (e.g., IFRS), ensuring transparency and accuracy.
- Liaise with QCB examiners and external/internal auditors during inspections and reviews.
- Handle regular account reconciliation and ensure accuracy of all entries related to remittance, FX transactions, refunds, and settlements.
- Monitor and control daily settlements, including reconciliation with local and international correspondent partners.
- Review financial agreements and coordinate the financial terms and operational conditions with correspondent banks, partners, and payment service providers.
- Maintain robust internal controls and collaborate with Risk, Compliance, and Internal Audit to mitigate financial and operational risks.
- Oversee daily cash management, currency funding cycles, and inventory optimization across branches and digital channels.
- Manage bank relationships, ensuring optimal service levels, limits, and cost structures.
- Ensure proper accounting and settlement of all customer and agent refunds and adjustments.
- Track and report on working capital, operating expenses, and cost optimization opportunities.
- Implement updates based on QCB circulars and financial reporting guidelines (e.g., IFRS/QCB GAAP).
- Ensure financial records are maintained in compliance with internal policies, procedures, and regulatory standards.
- Identify and implement opportunities for automation and process improvement in financial workflows and reporting.
- Develop and maintain internal financial policies, procedures, and controls.
- Supervise and develop the Finance team to promote accuracy, efficiency, and ethical standards.
- Provide monthly and ad-hoc financial updates to the executive team and relevant board committees.
Qualifications & Certifications
- Bachelor’s degree in Finance, Accounting, or Economics (MBA preferred).
- Professional certification such as CPA, CA, CMA, ACCA, or CFA.
- Minimum 10 years of progressive financial experience, with at least 5 years in a senior managerial role within a QCB-regulated financial institution.
- Proven expertise in regulatory reporting, compliance, and financial governance.
- Strong proficiency with financial systems and reporting tools (ERP systems such as Oracle or SAP).

Skills & Competencies
- In-depth knowledge of QCB regulations, inspection protocols, and reporting requirements.
- Strong understanding of remittance operations, FX markets, and treasury management.
- Expertise in financial modeling, budgeting, and reconciliation.
- Advanced skills in Power BI and Microsoft Excel (Power Query, PivotTables, VBA).
- Ability to interpret and negotiate complex financial terms with partners and correspondents.
- Excellent leadership, strategic thinking, and executive-level communication skills.
- High integrity, attention to detail, confidentiality, and accountability.
Preferred Language Skills
- Fluency in English (Arabic proficiency is an advantage).
