Position Title: House Manager

Program: Community Residential Housing – Mental Health & Intellectual and Developmental Disabilities (IDD)

Reports To: Program Director / Residential Services Supervisor

Employment Type: Full-time, Exempt

Position Summary

The House Manager oversees the daily operations of a community housing residence for adults with mental health needs and/or intellectual and developmental disabilities (IDD). This role ensures a safe, supportive, and person-centered living environment while maintaining compliance with Pennsylvania Department of Human Services (DHS) regulations, Office of Developmental Programs (ODP) standards, and agency policies.

Work Environment

This position involves direct interaction with residents in a community-based residential setting. Requires flexibility to work evenings, weekends, and holidays, as well as participation in the on- call rotation.

Key Responsibilities:

Residential Operations & Supervision

1. Oversee day-to-day functioning of the home, ensuring a safe, clean, and supportive environment.

2. Supervise and schedule Direct Support Professionals (DSPs) and other staff assigned to the residence

3. Provide on-call support and respond to emergencies as needed.

4. Monitor staff performance, provide coaching, and conduct evaluations in collaboration with Program Director.

5. Individual Support & Care

6. Ensure implementation of individualized service plans (ISPs), behavioral support plans, and healthcare directives.

7. Support residents in achieving independence, community integration, and quality of life goals.

8. Advocate for residents’ rights, dignity, and inclusion in accordance with

9. Pennsylvania’s Mental Health and IDD regulations.

10. Coordinate medical, behavioral health, and community services as needed.

Compliance & Documentation

1. Maintain compliance with all applicable state and federal regulations, including ODP and DHS requirements.

2. Ensure staff complete required training (CPR, First Aid, Medication Administration, Crisis Intervention, etc.).

3. Accurately maintain daily logs, incident reports, and documentation per agency and state guidelines.

4. Prepare for and participate in state licensing reviews, audits, and quality assurance visits.

5. Financial & Administrative Duties

6. Manage petty cash and residents’ personal funds in accordance with DHS fiscal accountability standards.

Oversee household budget, inventory, and purchasing of supplies.

1. Ensure agency vehicles are maintained, inspected, and used according to policy.

Qualifications. Required:

1. High school diploma or GED

2. Associate’s or Bachelor’s degree in Human Services or related field (preferred)

3. Minimum of 2 years’ experience working with individuals with mental health needs and/or intellectual and developmental disabilities.

4. Minimum of 1 year supervisory or leadership experience.

5. Valid Pennsylvania driver’s license and acceptable driving record.

6. Ability to obtain and maintain all required clearances (PA Child Abuse Clearance, State Police Background Check, FBI Fingerprint Clearance).

7. Must complete required Pennsylvania Department of Human Services/ODP training within mandated timeframes.

Preferred Qualities

1. Knowledge of Pennsylvania Chapter 6400/6100 residential program regulations.

2. Strong skills in staff supervision, crisis management, and person-centered care.

3. Experience in medication administration and health coordination.
