Household Goods Inspector (HHG)

Job Description:


SUMMARY:

To accomplish all duties of a Quality Control (QC) Inspector in the Redstone Arsenal area of responsibility, consisting of 30 counties in Alabama and 7 Tennessee counties. Observe, document, and evaluate Transportation Service Provider (TSP) or contractor performance in moving personal property of Department of Defense (DoD) personnel and ensure that TSPs or contractors comply with service tenders, tariffs, contract specifications, and Government regulations used in handling of personal property. Utilize automated Electronic Transportation Operational Personal Property System (ETOPS) and Defense Personal Property System (DPS) to manage and perform inspections of incoming and outgoing Household Goods (HHG) Shipments.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Generates Daily Inspection Schedule for the purpose of establishing inspection requirements.Contacts the TSP, service member and civilian employee scheduled for packing/pickup/delivery to ensure someone is at the residence on scheduled date.Inspects the carrier’s performance, at residence and at warehouse during packing, crating, loading, shipping, unloading, uncrating, and unpacking.
  • Checks to see that loading and unloading are done in a way to prevent damage and assuring specifications are being followed.
  • Advises property owner of service to be expected from carrier. Performs damage inspections when requested by shipper or claims office.
  • Performs witnessed weights/reweighs on shipments as required. Certifies the Statement of Accessorial Services, DD Form 619/619-1 when services are authorized payment in the domestic and international solicitation tenders.
  • Performs inspection in accordance with DoD regulations of carrier facilities, operations, personnel, and equipment to assure quality service and correct procedures are being performed for storage in transit and non-temporary storage shipments.
  • Determine adequate protection is provided against fire, flooding, insects, vermin, and facility is receiving adequate community fire and police protection.
  • Deficiencies are properly documented and corrected within specified timeframes.
  • Maintains agent performance files.
  • Performs inspection in accordance with DoD regulations of carrier facilities, operations, personnel, and equipment to assure quality service and correct procedures are being performed for storage in transit and non-temporary storage shipments.
  • Determine adequate protection is provided against fire, flooding, insects, vermin, and facility is receiving adequate community fire and police protection. Deficiencies are properly documented and corrected within specified timeframes.
  • Maintains agent performance files.
  • Must have knowledge of application of DoD and service regulations, contracts, manuals, tariffs, and tenders required to administer the Quality Control Program.
  • Knowledge of entitlements to resolve customer/carrier complaints or disputes, services affecting desired shipment needs, services furnished by the carrier, emergencies resulting from disasters, strikes or work stoppages.
  • Assistance is provided with proficiency, technical competence, courtesy, and tact.Ability to prepare reports to document program compliance.
  • Knowledge is used to provide the initial and continuing qualifications of commercial carriers and their facilities for handling household goods traffic, evaluation of carrier performance and resolution of complaints.

  • This position supports the DOD on federal installation, and the candidate must be available to work at the assigned physical location during business hours.

EDUCATION and/or EXPERIENCE:

Essential:

  • Must have a high school diploma or GED.
  • Posses a valid Driver’s License

LANGUAGE SKILLS:

Ability to read, comprehend, and explain instructions, letters, memos, emails, and other correspondence from both internal and external sources. Ability to effectively respond, communicate, and present information to customers, clients, and employees within the organization. Must be able to interpret instructions and information and clearly explain them to others in the performance of job duties. Attention to detail is critical, along with excellent follow-up skills. The employee must be fluent in English and able to communicate effectively, including speaking and writing in English. Regular attendance and the ability to work the assigned shift are required


PHYSICAL DEMANDS:

Required to walk, stand, sit and move about the property for long periods of time. Perform physical activities that require considerable use of your arms and legs and moving your whole body, such as climbing, lifting, balancing, walking, stooping, and handling material. Must have the ability to work indoors or outdoors in bad weather. Handle equipment/supplies weighing 30 pounds individually and occasionally items weighing more than 50 pounds with assistance. Must possess visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone. Wearing safety equipment (PPE) Personal Protective Equipment is required during all periods of exposure to hazardous conditions.


WORK ENVIRONMENT/HOURS:

This position is not eligible for remote work, as the essential functions of the role require the employee to perform duties on-site. May be exposed to inclement/extreme weather conditions. The noise level in the work environment may vary from moderate to high, depending on location. Must be able to work in fast paced, multi-task environment. If applicable work 10(+) hours per day Will require having flexed hours to accommodate for mission requirements to include weekends and Holidays. Overtime may be required.

  • Background & Drug Screening: Employment requires passing a background check and pre-employment drug screening. Random drug and alcohol testing may also occur without prior notice.
  • Timesheets: Record your actual work hours daily and ensure your entries are accurate and timely to support smooth operations.
  • Dress & Punctuality: Arrive on time and dress appropriately for your shift.

Employment and continued assignment to federal installations are contingent upon successfully meeting and maintaining these requirements.
