Minimum Qualifications

Bachelor's degree. Three years of advanced administrative experience, including legislative affairs, agenda preparation, governmental coordination, research, and policy analysis.

This advanced administrative position is responsible for managing the Department's legislative and intergovernmental affairs strategy. The role oversees the development of housing-related policies and coordinates the legislative agenda process for the department.

Key Responsibilities:

  • Oversee the planning and execution of the department’s legislative and intergovernmental strategy.
  • Lead the development, review, and implementation of housing-related public policies.
  • Coordinate and manage the department’s legislative agenda and support interagency collaboration efforts.
  • Monitor and analyze complex legislation at the local, state, and federal levels; assess potential impacts on departmental goals.
  • Translate policy objectives into actionable strategies aligned with department and countywide priorities.
  • Maintain working relationships with elected officials, government agencies, and community stakeholders.
  • Navigate politically sensitive environments while supporting the department’s mission and initiatives.
  • Provide strategic input to leadership on emerging legislative issues and policy developments.

In accordance with Chapter 8B of the Code of Miami-Dade County, during a declared state of emergency affecting any portion of the County, all HCD employees must comply with directives from the Mayor or designee, including reporting to work and fulfilling assigned emergency duties.
