Description

Under the direction of the Director of Human Resources, provides routine to moderately complex administrative support for the Human Resources department. Employees in this class are capable of assisting in all facets of Administration. Position exercises discretion to the sensitive and confidential nature of information processed at this level. Examples of Essential Functions

  • Serves as a liaison and resource for all City services by establishing, maintaining, and reinforcing positive open communication with all customers and citizens.
  • Acts as a liaison and resource for City employees regarding all City sponsored benefit programs and policy interpretation.
  • Administers and is responsible for accurately tracking, communicating and processing FMLA correspondence.
  • Ensures City recruitment and employment practices are followed appropriately by reviewing applications, assembling and processing pre-employment and new hire paperwork, and coordinating new hire orientations.
  • Responsible for the creation, maintenance, and compliance of various records in accordance with state records retention guidelines and assists the City Secretary with open records requests.
  • Coordinates the City’s employee recognition programs. (i.e. Service Awards, and Employee of the Year).
  • Responsible for scheduling random drivers’ license checks and random drug screens to ensure compliance with DOT regulations and the City’s safety practices.
  • Coordinates workers compensation claims which includes: trending and analysis of safety issues and ensures compliance with all Texas Workers Compensation Commission regulations. Performs as a liaison and resource for all employees regarding the City’s injury and return to work program ensuring compliance with State and Federal Regulations.
  • Assists the Payroll Analyst to ensure accuracy of payroll data and conducts periodic audits to ensure compliance with policies, state and federal regulations (FLSA).
  • Create, develop, and present reports to inform management of any patterns and trends. Makes recommendations to improve the effectiveness and efficiency of HR operations by analyzing the various HR functions and systems. Which includes assisting HR with benchmark surveys, updating pay plans, coordinating the development of new and revised job descriptions and performance evaluations.
  • Required to report for work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation.

Education and Experience

REQUIREMENTS

A. Training and Experience:

  • Bachelor’s Degree in Human Resources or related field is preferred. In lieu of a degree relevant experience in Human Resources will be considered. Requires a minimum of two (2) years’ experience in a human resources department, municipal experience is preferred. Must have excellent oral communication skills and be proficient in MS Excel and Word.
B. Knowledge, Skills, and Abilities:
  • Thorough knowledge of modern office support functions.
  • Thorough knowledge of report and record maintenance principles and techniques.
  • Thorough knowledge of alphabetic and numeric filing principles and methods.
  • Considerable knowledge of business English, the application of such to a variety of formats and styles, and editing principles and techniques.
  • Considerable knowledge of various modern computer applications, i.e., word processors, spreadsheet programs, databases.
  • Skill in both written and oral communications for effective expression and clarity.
  • Ability to utilize a variety of modern office equipment, i.e., computers, facsimile machines, copiers.
  • Ability to exercise judgment and make decisions in accordance with established departmental policies and procedures.
  • Ability to establish and maintain working relationships with supervisor, support staff and other departments with whom the position interacts.
  • Ability regarding confidentiality, sensitive information etc.
  • Ability to review essential functions for efficient results and accuracy.
  • Ability to exercise discretion in matters of a sensitive and confidential nature.
  • Ability to add, subtract, multiply, and divide; calculate decimals and percentages.
C. Physical Requirements:
  • Tasks are essentially sedentary, with occasional walking, bending, light lifting, or other restricted physical activities.
  • Tasks involve some physical effort, i.e., some standing and walking or occasional light lifting (5-10 pounds) or frequent dexterity in the use of fingers, or limbs in the operation of office equipment; involves extended periods of time at a keyboard or work station and/ or sitting for a period of 3-4 hours at a time.
D. Environmental Requirements:
  • Tasks are routinely performed without exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes).
  • Tasks may require exposure to extreme heat/cold or extreme weather conditions.
E. Sensory Requirements:
  • Tasks require sound and visual perception and discrimination.
  • Tasks require oral communications ability.
F. HIPAA Compliance Statement
  • All employees who have access to health information whose confidentiality is protected by the HIPAA Privacy Rule must have an understanding and knowledge of the Privacy Rule that corresponds to their job responsibilities. Employees who violate the requirements of the HIPAA Privacy Rule will be subject to discipline, up to and including termination


FULL TIME EMPLOYEES ARE ELIGIBLE FOR THE FOLLOWING:

Merit Increases/Pay for Performance
Non Sworn civilian employees are eligible for a 4% merit increase annually and after reaching the max of the pay scale, are eligible to receive a 4% lump sum each year on their anniversary date.

Sworn officers are eligible for a 5% increase annually and after reaching the max of the pay scale, are eligible to receive a 5% lump sum each year on their anniversary date.

Health, Dental and Vision Insurance
Medical, Dental and Vision is available for purchase for full time employees. Coverage goes into effect on the 31st day.

Life and AD&D Insurance Coverage
Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $50,000 for each benefit. Additional Life and AD&D may be purchased up to 2 x annual pay.

Sick Leave
Employees earn 80 hours of sick leave per year. There is no maximum accruals for sick leave.

Retirement
Texas Municipal Retirement System (TMRS)-2:1 match.
A required 7% of gross earnings are deducted each pay period and deposited into the member's account. Upon retirement, the City will deposit it's portion of the matching funds at 14%.

The City also participates in Social Security.

Deferred Compensation
The City of Rockwall offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.

Longevity
After completing one year of continuous service, employees will receive $5/month for Longevity Pay. This benefit is usually paid out each December.

Supplemental Benefits
The City of Rockwall also offers optional programs that include Short and Long Term Disability through AFLAC.

Flexible Spending Accounts
Participation in Flexible Spending Accounts through pre-tax payroll deduction for Health and Dependent Care expenses is also available for full time employees.

Wellness Program
The City of Rockwall administers a wellness program for full-time employees which provides an incentive for obtaining a wellness exam each year. Wellness exams are paid at 100% by the City.

Workers Compensation
All employees are covered by workers compensation for injuries sustained in the line of duty.

Bilingual Certification Pay
Eligible for up to $600 annually for bi-lingual pay

Education Pay
Some positions are eligible for Education Pay up to $900 annually

  • Associates - $800/yr
  • Bachelors - $1,400/yr
  • Masters - $2,000/yr
  • Education Pay must be approved by the department director and annual budget.

Certification Pay
  • 1st Certification - $300/yr
  • 2nd Certification - $600/yr
  • 3rd Certification - $900/yr
