The Human Resources Business Partner will deliver HR services, coaching, and counsel to leadership and employees in assigned programs and functions.
Qualifications:

Bachelor’s degree in human resources or related field; Master’s Degree preferred

Two (2) – four (4) years of Human Resources experience

Professional in Human Resources (PHR) certification or SHRM–CP preferred

Proficiency with Microsoft Office Suite

Experience with Workday preferred

Valid driver’s license and reliable transportation
Essential Responsibilities:
- Build strong business partner relationships with assigned programs/functions to develop a comprehensive understanding of their business needs, goals, and challenges in support of the Agency Strategic Plan. Work closely with all employees to improve work relationships, build morale, engagement, and retention.

Manage and resolve complex employee relations issues. Conduct effective, thorough and objective investigations in collaboration with program leaders.

Collaborate with HR staff in Total Rewards, Occupational Health, Talent Acquisition, HRIS, Payroll, Onboarding, and HR Compliance to deliver HR services to leadership and employees.

Provide day-to-day performance management guidance to employees including managers and leaders through coaching, counseling, career development and if needed disciplinary action.

Provide HR data reports to program leaders. Review, analyze data and make recommendations with the goal of proactively mitigating concerns. Utilize data to make informed decisions. (effective with Workday launch in Q1 2025).

Ensure adherence to company policies and procedures.

Identify, facilitate and participate in relevant staff training and workshops.

Meet with employees to provide career mapping and planning. Facilitates outplacement or internal transfers as needed.

Maintain in-depth knowledge and ensure compliance of Federal, State and Agency employment laws, regulations, policies, procedures and processes requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.

Identify, facilitate, and participate in relevant employee training and workshops.

Update job knowledge by participating in educational opportunities, reading professional publications, maintaining networks and participating in professional organizations.
Compensation: $70,000 based on experience and education.
Hours: Monday through Friday, 8:30am – 5pm. Travel 1x per week to our Rochester office. This position is NOT REMOTE.
