HR Generalist

POSITION SUMMARY:


The primary roles and responsibilities for this position is to run daily functions for payroll, benefits, and non-exempt recruitment within the Human Resources (HR) department that include payroll processing, time and attendance, onboarding, employee benefit enrollment and review of benefit invoices.


KEY ACCOUNTABILITIES

  • Processing compliant and error-free payroll.
  • Effectively recruitment and onboarding new hires as well as accurate benefit enrollment processing.
  • Professional communication and collaboration with all employees.
  • Creating efficiencies within area of responsibility.

DAILY OVERSIGHT AND RESPONSIBILITIES


  • Time and Attendance input of all hours received into an Excel spreadsheet and computing per diem and housing payments for field operations employees.
  • Processing biweekly payroll and prevailing wage payroll and ensuring it is processed on time and accurate. Send tax notices and garnishment information to payroll tax department.
  • Coordinate end of year information for Affordable Care Act (ACA) requirements for submission to the payroll vendor for tax form processing as well as coordinates W-2 processing with payroll service.
  • Conduct onboarding for all new hires that includes coordination of ERail and other railroad required training, completion of all essential new hire paperwork, and set up of eAccess account.
  • Conduct and acquire background checks, employee verifications (i.e., references, driver record, etc.) ensuring all legal requirements are met.
  • Review benefit enrollment information with new hires, obtain enrollment forms and ensure that benefits are entered into the system timely. Respond to any benefit questions and appropriately add benefit deductions into payroll. During Open Enrollment, review forms and ensure all changes are set up correctly, entered into the system, and prepared for invoicing.
  • Review and provide changes within benefit invoices for review and approval by Director, Human Resources.
  • Work with Director, Human Resources for Benefit Open Enrollment rollout and dissemination of information.
  • Manage certification process for ERail, coordinate drug testing for new hires/random, and ensure compliance with railroad and other state/federal regulations.
  • Handle recruitment for Operators/Laborers that includes placing job ads, interviewing Laborer candidates, forwarding candidates to managers and hiring of chosen candidates. Prepare hourly offer letter for review and signature of Director, Human Resources.
  • Work with temporary agencies to fill Operator and Laborer positions as required. Process and approve time sheets and invoices.
  • Project work will be assigned on as needed basis.
  • Maintains compliance with federal, state and local employment laws and regulations, and recommended best practices. Ensure policies and procedures pertaining to benefits and payroll are up to date and current.
  • Support general administrative needs including but not limited to filing, organizing, and calendaring.
  • Other duties, tasks, and responsibilities that may be assigned at any time.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED BY THE POSITION


  • Degree in Human Resources Management or other related field or equivalent education and experience preferred or equivalent education and experience.
  • SHRM or HRCI certification preferred but not required.
  • 3-5 years of generalist human resources experience required.
  • 1-3 years of payroll and recruitment experience required. Knowledge of prevailing wage practices.
  • Act with integrity, professionalism, and confidentiality at all times balancing business and employee related issues maintaining the approach of what the best outcome is.
  • Excellent verbal, written and presentation skills.
  • Exceptional organizational skills and attention to detail.
  • Ability to prioritize tasks, problem solve and manage time appropriately to meet deadlines.
  • Thorough knowledge of employment related laws and regulations.
  • In dept knowledge of payroll software with Foundation4Payroll experience a plus.
  • Proficient in MS Office Suite (Outlook, Word and Excel).
