Position Overview

We are seeking an HR-focused professional with secondary Facility Security Officer (FSO) responsibilities to support a small but growing government contracting company. This role serves as the company’s primary Human Resources lead while maintaining a low-volume personnel security program supporting a limited number of cleared employees and contracts.

This position is well suited for an HR Generalist or HR Manager with experience in a cleared GovCon environment who is comfortable balancing core HR responsibilities with routine personnel security administration. The role offers meaningful visibility and impact, with the opportunity to help shape HR processes as the company continues to grow.

FSO responsibilities are currently limited in scope and supported by leadership as the company grows.

Primary Responsibilities – Human Resources

As the primary HR point of contact, this role is responsible for managing the full employee lifecycle and ensuring HR practices align with government contracting and labor requirements. Responsibilities include onboarding and offboarding employees, managing employee status changes, and supporting performance management and employee relations matters.

The HR Generalist / FSO will ensure that HR policies, procedures, and practices remain compliant with applicable labor laws and government contracting requirements. The role will also administer HR processes in coordination with the company’s Professional Employer Organization (PEO), Insperity, serving as the internal liaison between employees, leadership, and the PEO.

In support of recruiting and hiring efforts, this position will assist with both unclassified and cleared roles, including clearance verification, background investigation coordination, preparation of offer letters, and onboarding documentation. The role will maintain accurate personnel records and HR systems, support labor compliance and timesheet policy adherence, and assist with audit readiness.

Additional responsibilities include supporting benefits administration, coordinating training activities, preparing HR reports, and advising company leadership on HR best practices and workforce considerations as the organization scales.

Secondary Responsibilities – Facility Security Officer (FSO)

In addition to HR duties, this role serves as the company’s designated Facility Security Officer (FSO) under the National Industrial Security Program (NISP). The FSO responsibilities are intentionally low in volume and scope, focused on maintaining compliance rather than managing a high-tempo security program.

The position will coordinate as needed with DCSA and customer security representatives, conduct periodic self-inspections of limited scope, and partner with leadership to scale security processes as contract volume and clearance requirements increase over time.

Required Qualifications

· 3–5 years of experience in a Government Contracting (GovCon) environment

· Strong background as an HR Generalist or HR Manager

· Working knowledge of NISPOM and personnel security processes

· Familiarity with DISS, NBIS, and e-QIP at a basic to intermediate level

· High attention to detail and ability to handle sensitive employee and security information

· Ability to operate independently in a small-company environment

Preferred Qualifications

· Active Secret clearance

· Experience as an FSO or Assistant FSO, or HR experience supporting personnel security activities

· Familiarity with Insperity or similar PEO environments

· Completion of DCSA FSO training, or willingness to complete training

Salary is competitive and based on HR experience, familiarity with PEO environments, and the scope of security responsibilities.
