The HR Generalist at the Housing Authority of the City of Charleston is responsible for supporting the daily operations of the HR department while serving as strategic support to the Chief Human Resources Officer (CHRO). This role plays a critical part in executing key HR initiatives, leading special projects, and overseeing the structure and integrity of the HRIS system. The HRG provides support on HR-related matters, helps drive organizational effectiveness, and promotes a high-performance, employee-focused culture. Balancing both strategic and operational responsibilities, this role supports employees while acting as a change agent, delivering HR solutions that align with the organization's goals and values.

ESSENTIAL DUTIES:

· Coordinate onboarding to ensure smooth transitions for new hires.

· Prepare and analyze HR reports and key metrics to support data-driven strategic decisions.

· Continuously assess HR operations to identify process inefficiencies and lead the implementation of enhancements that align with organizational goals and best practices.

· Maintain accurate, up-to-date employee records in ADP, and optimize the HRIS structure to align with organizational needs.

· Primary contact with worker’s compensation claims, leaves of absence and FMLA. Coordinates care and return to work dates with employees on leave (following up periodically for a return to work date).

· Maintain records on worker’s compensation claims, leaves of absence and FMLA. Coordinates and ensures accurate records are kept.

· Reports statistics to various government agencies (OSHA, EEO-1 State Accident Fund)

· Demonstrate a strong working knowledge of PEBA SC State benefits and the South Carolina Retirement System, including monitoring changes in premiums and age-based adjustments.

· Assist in the administration of employee benefits and compensation programs, support open enrollment, and address employee benefit inquiries.

· Responsible for administering the tuition reimbursement program.

· Collaborate with department leaders to review and update job descriptions to reflect evolving roles and responsibilities.

· Responsible for updating HRIS benefit rates, COBRA rates, SLTD rates with PEBA.

· Coordinates and organizes HR related trainings, especially for managers and team-leaders.

· Analyze market data and monitor economic trends to recommend competitive salary adjustments that account for inflation and industry benchmarks.

· Stay informed on HR trends, legal and regulatory changes, and advancements in talent management practices.

· Execute additional HR projects and duties as assigned by CHRO.

· Proficient in Microsoft Office Suite and experienced in navigating and customizing ADP systems.

SUPERVISORY RESPONSIBILITIES:

  • This job has no supervisory responsibilities.

REQUIRED QUALIFICATIONS:

· Bachelor's Degree (BA) from four-year college or university, or two-five years of related experience and/or training, or equivalent combination of education and experience.

PREFERRED QUALIFICATIONS:

HR Certification

· Experience with South Carolina’s State insurance including Public Employee Benefits System (PEBA) and South Carolina Retirement System (SCRS).

· Strong understanding of ADP and/or experience navigating and working within an HRIS.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:Must be able to sit for extended periods, use a computer and other office equipment, and communicate effectively both verbally and in writing. They should also be able to occasionally move around the office, lift objects under 20 pounds, and have the visual and auditory abilities to perform their duties.

ADDITIONAL ELIGIBILITY REQUIREMENTS:

  • Must have a valid South Carolina driver’s license.

· Capability to pass government security screening to acquire security administrator rights for the housing authority.
