Job Title: HR Manager

Location: Dubai, UAE

Position Overview

Wadan Developments is seeking an experienced and strategic HR Manager to oversee Human Resources operations for both our Real Estate Development and Contracting entities in Dubai.

This role requires a dynamic leader who can balance structure and empathy — someone capable of enforcing policies and performance standards while maintaining a calm, professional, and collaborative work environment. The HR Manager will play a key role in policy creation, payroll oversight, performance management, recruitment, safety compliance, and company culture development.

The ideal candidate is firm, structured, and decisive — yet approachable and respected by employees at all levels.

Key Responsibilities1. HR Strategy & Policy Development

  • Develop, implement, and update HR policies and procedures across both companies
  • Ensure compliance with UAE Labour Law and relevant regulatory requirements
  • Establish performance standards and accountability frameworks
  • Lead organizational development initiatives aligned with business growth
  • Support management in workforce planning and restructuring when required

2. Recruitment & Talent Acquisition

  • Lead full recruitment cycle (sourcing, interviewing, selection, offer management)
  • Develop talent pipelines for both office and site-based roles
  • Coordinate onboarding and induction programs
  • Ensure proper documentation and compliance for all new hires
  • Participate in executive-level recruitment and succession planning

3. Payroll & Compensation Management

  • Oversee monthly payroll processing for both entities
  • Ensure compliance with WPS regulations
  • Manage leave records, EOSB calculations, and salary adjustments
  • Monitor compensation structures and incentive frameworks
  • Coordinate with Finance to ensure accurate and timely payments

4. Performance Management

  • Develop KPI structures for departments
  • Implement performance appraisal systems
  • Monitor employee productivity and departmental efficiency
  • Manage performance improvement plans (PIPs)
  • Advise management on promotions, demotions, or disciplinary actions

5. Safety Compliance & Contracting HR Oversight

  • Oversee labor accommodation compliance (if applicable)
  • Ensure proper documentation for site workers
  • Monitor insurance coverage and labor protection compliance

6. PRO & Government Relations Oversight

  • Supervise PRO functions including:
  • Visa processing
  • Labor cards
  • Emirates ID applications
  • Work permits
  • Company license renewals
  • Ensure timely processing of government-related documentation
  • Maintain strong knowledge of MOHRE and immigration requirements

7. Administrative & Employee Relations

  • Oversee company administration and office management
  • Handle employee grievances professionally and confidentially
  • Maintain structured communication between management and staff
  • Create a respectful, transparent, and structured work culture
  • Ensure employees clearly understand expectations, policies, and accountability

8. Culture & Leadership

  • Build a performance-driven yet calm and professional work environment
  • Foster discipline without creating hostility
  • Be approachable while maintaining authority
  • Promote teamwork, professionalism, and accountability
  • Serve as a bridge between management and employees

Required Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • Minimum 8–10 years of HR experience in UAE
  • Experience in real estate development and/or contracting industry is mandatory
  • Strong knowledge of UAE Labour Law
  • Experience handling multi-entity HR structures
  • Experience managing both white-collar and blue-collar workforce
  • Strong knowledge of payroll systems and WPS
  • Familiarity with safety compliance and construction HR requirements
  • Experience supervising PRO functions
