Al Sultan Road Contracting & Infrastructure is seeking a results-driven HR Manager to lead and manage the full spectrum of Human Resources operations, with a strong focus on high-volume recruitment of blue-collar workforce and technical staff within the UAE construction and infrastructure sector.
This role requires a hands-on HR leader experienced in sourcing and mobilizing labor (drivers, operators, technicians, and site workforce), managing employee relations on-site and in labor camps, and ensuring full compliance with Ministry of Human Resources and Emiratisation (MOHRE) regulations.
The ideal candidate must understand the operational challenges of contracting companies, including project-based hiring, workforce planning, and labor management.
Key Responsibilities
- Lead and manage all HR functions across projects and head office
- Drive high-volume recruitment campaigns for:
- Blue-collar workforce (laborers, drivers, operators, technicians)
- Technical staff (engineers, supervisors, foremen, QA/QC, HSE)
- Manage local recruitment, including agencies and bulk hiring
- Oversee mobilization, visa processing, onboarding, and deployment
- Handle employee relations, grievances, disciplinary actions, and labor disputes
- Manage labor camp operations in coordination with admin teams
- Ensure full compliance with UAE Labour Law and MOHRE requirements
- Implement and enforce HR policies, procedures, and SOPs
- Oversee attendance, payroll coordination, and leave management
- Support management with workforce planning and project manpower allocation
- Drive employee engagement and retention for site-based workforce
- Maintain HR documentation, audits, and compliance records
Requirements
- Bachelor’s degree in Human Resources, Business Administration, or related field
- 8–12 years of HR experience in the UAE, preferably in: Road contracting, Infrastructure projects, Construction companies
- Minimum 4+ years in a senior HR leadership role
- Proven experience in:
- Blue-collar and bulk recruitment
- Technical hiring for construction/infrastructure roles
- Strong knowledge of UAE Labour Law and MOHRE processes
- Experience handling employee relations and labor disputes
- Strong organizational, leadership, and communication skills
- Ability to work under pressure in a fast-paced project environment
