1. Position Summary
The HR Manager is responsible for leading and managing all HR-related functions within the real estate brokerage, including recruitment, employee relations, performance management, compensation, RERA compliance, training, and HR operations. The role ensures the brokerage follows UAE Labour Law, RERA policies, and internal company standards while developing a productive and ethical workplace.
2. Key Responsibilities
Recruitment & Onboarding
- Develop and execute recruitment strategies to attract qualified real estate agents, brokers, and administrative staff.
- Manage full-cycle hiring, including job posting, shortlisting, interviewing, and selection.
- Ensure RERA requirements for brokers are met (Good Conduct Certificate, RERA exams, license renewals).
- Conduct structured onboarding, ensuring employees understand company policies, CRM usage, commission structure, and compliance protocols.
HR Operations & Compliance
- Maintain employee files, contracts, visas, labour cards, insurance, and licenses.
- Ensure compliance with UAE Labour Law, MOHRE, GDRFA, Ejari, and RERA.
- Manage HR policies and update them as laws or company needs change.
- Prepare offer letters, contracts, NDA, and commission agreements.
Performance Management
- Develop KPIs for brokers and back-office staff.
- Oversee performance appraisal cycles, coaching sessions, and improvement plans.
- Monitor broker productivity, leads handling, conversion ratios, and customer service standards.
Compensation, Benefits & Commission Handling
- Ensure accurate calculation and distribution of broker commissions and incentives.
- Manage payroll, leave salary, gratuity calculations, and end-of-service benefits.
- Benchmark salaries and commissions with industry standards.
- Manage employee benefits such as medical insurance and allowances.
Employee Relations
- Address workplace issues, conflicts, and disciplinary matters in a professional and confidential manner.
- Establish a positive, ethical, and transparent company culture.
- Conduct regular meetings with brokers and staff to ensure goals and expectations are met.
Training & Development
- Coordinate RERA training and licensing for brokers.
- Arrange internal training on:
- Sales techniques
- CRM usage
- Listing compliance
- Customer service
- Lead management
- Dubai Land Department policies
- Promote continuous learning and skill development.
HR Strategy & Reporting
- Develop HR strategies aligned with company goals and growth plans.
- Prepare HR analytics: hiring, turnover, commissions, performance, and productivity.
- Advise management on manpower planning and organizational development.
3. Qualifications & Requirements
- Bachelor’s degree in HR, Business Administration, or related field (Master’s preferred).
- Minimum 5–7 years HR experience, preferably in real estate brokerage.
- Strong knowledge of UAE Labour Law, RERA regulations, and brokerage commission systems.
- Experience with HR software, CRM systems (e.g., Property Finder, Dubizzle, Salesforce), and payroll tools.
- Excellent communication, negotiation, and people-management skills.
Ability to handle confidential information and resolve conflicts professionally.
