HR Manager – Real Estate Expansion

We are seeking an experienced HR Manager with a strong background in UAE real estate to lead and scale the HR department in Dubai.

This role requires a strategic and hands-on HR leader capable of managing high-volume recruitment, mass onboarding, compliance with UAE Labour Law, performance-driven sales environments, and workforce planning aligned with aggressive business growth targets.

The ideal candidate understands the dynamics of real estate sales teams and can build structured HR systems that support rapid expansion without compromising governance or culture.

Key Responsibilities

  • Lead and manage all HR operations for Dubai expansion
  • Drive high-volume recruitment campaigns for real estate agents, sales managers, marketing, and support teams
  • Design and implement structured onboarding programs for rapid integration
  • Develop HR strategies aligned with business growth objectives
  • Ensure full compliance with UAE Labour Law and Dubai employment regulations
  • Oversee payroll coordination, attendance, and benefits administration
  • Manage performance management systems and KPI frameworks for sales teams
  • Handle employee relations, grievances, and disciplinary procedures
  • Support senior management in workforce planning and headcount forecasting
  • Develop employee engagement and retention strategies within a competitive sales market
  • Implement HR policies, SOPs, and HRIS systems

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred)
  • 8–10+ years of progressive HR experience in the UAE
  • Minimum 4 years in a senior HR leadership role (HR Manager / HR Business Partner / Head of HR)
  • Mandatory experience in UAE Real Estate or Property Development sector
  • Proven experience in high-volume recruitment and mass onboarding
  • Strong knowledge of UAE Labour Law and compliance standards (see Ministry of Human Resources & Emiratisation – Ministry of Human Resources and Emiratisation – mohre.gov.ae)
  • Experience managing performance-based sales organizations
  • Strong leadership, communication, and organizational skills
  • Ability to work under pressure and meet tight deadlines
  • Arabic language proficiency (Required)

Preferred Qualifications

  • CIPD, SHRM, or equivalent HR certification
  • Experience scaling teams during rapid expansion
  • Experience implementing HRIS or ERP systems
  • Strong background in retention strategy and culture development
