This is an Aswan-based position.

BACKGROUND
Om Habibeh Mohamed Shah Aga Khan Foundation (OHF) is an Egyptian non-profit foundation serving the people of Aswan for over 35 years. The foundation is an affiliate of the Aga Khan Development Network (AKDN), which supports over 1,000 initiatives in over 30 countries around the world.

The Foundation was established by Om Habibeh Mohamed Shah Aga Khan, whose enduring legacy in Aswan reflects a deep and personal commitment to the well-being, dignity, and development of local communities. Her vision continues to guide OHF’s work, anchoring it in compassion, service, and long-term partnership with the people of Aswan.

The Foundation works across key sectors including education, health, economic inclusion, agriculture and food security, civil society strengthening, women’s empowerment, and early childhood development.

POSITION OBJECTIVES:
The Human Resources Officer is responsible for supporting and implementing HR strategies, policies, and procedures across the organization. The role provides professional HR services in recruitment, employee relations, performance management, learning and development, compensation and benefits administration, HR compliance, and personnel administration. The incumbent ensures compliance with Egyptian Labor Law, Social Insurance regulations, and organizational policies while contributing to employee engagement and organizational effectiveness.

KEY RESPONSIBILITIES:
Recruitment and Onboarding
  • Support workforce planning and recruitment activities.
  • Prepare and post vacancy announcements and coordinate selection processes.
  • Screen applications and arrange interviews.
  • Conduct reference and background checks.
  • Coordinate onboarding and induction programs for new employees.
  • Ensure all employee files and recruitment documentation are complete and compliant.
Learning and Development
  • Identify training and development needs through consultation with managers and staff.
  • Develop and implement annual training plans aligned with organizational objectives.
  • Coordinate internal and external training programs, workshops, and learning initiatives.
  • Facilitate employee orientation and induction sessions.
  • Monitor and evaluate training effectiveness and prepare related reports.
  • Maintain training records and learning management systems.
Employee Relations and Performance Management
  • Provide guidance to managers and staff on HR policies and procedures.
  • Support performance management processes, including goal setting, reviews, and development planning.
  • Assist in resolving employee grievances and workplace conflicts.
  • Conduct investigations related to disciplinary and employee relations matters when required.
  • Support employee engagement and wellbeing initiatives.
Personnel Administration and HR Operations
  • Maintain accurate employee records and HR databases.
  • Prepare employment contracts, amendments, confirmation letters, and other HR documents.
  • Monitor attendance, leave management, and employee lifecycle processes.
  • Ensure proper documentation and filing in compliance with organizational and legal requirements.
Compensation, Benefits, and Payroll Support
  • Support payroll preparation and verification processes.
  • Administer employee benefits programs and insurance schemes.
  • Coordinate salary adjustments, promotions, and benefits administration.
Labor Law and Social Insurance Compliance
  • Ensure compliance with Egyptian Labor Law and all relevant employment regulations.
  • Manage employee contracts and employment actions in accordance with legal requirements.
  • Oversee social insurance registration, amendments, and employee separation procedures.
  • Liaise with government authorities, labor offices, and social insurance offices as required.
  • Support audits and inspections related to labor law and social insurance compliance.

The requirements

QUALIFICATIONS & EXPERIENCE
Education
  • Bachelor's degree in Human Resources, Business Administration, Law, Public Administration, or a related field.
  • Professional HR certification (e.g., CIPD, SHRM, HRCI, or equivalent) is an advantage.
Experience
  • Minimum 5–7 years of progressively responsible HR experience.
  • Experience in NGOs, development organizations, or international organizations is preferred.
  • Demonstrated experience in training and organizational learning.
  • Strong experience in personnel administration and employee relations.
  • Practical experience dealing with Egyptian Labor Law and Social Insurance regulations.
  • Experience using HRIS and Microsoft Office applications.
