We are seeking a highly experienced HR Procedures Development & Governance Specialist to lead the review, development, and implementation of a comprehensive Human Resources Procedures Manual. The role will ensure full compliance with Qatar Civil Service HR Law, Executive Regulations, and government HR governance standards, while enhancing transparency, consistency, and accountability across all HR operations.
Key Responsibilities1. Review of Existing HR Procedures
- Review the current HR Procedures Manual and related documentation.
- Identify gaps, inconsistencies, outdated practices, and compliance issues.
- Assess alignment with:
- Qatar Civil Service HR Law
- Executive Regulations
- Civil Service & Government Development Bureau circulars
- Ministry of Finance HR-related circulars
- Government HR best practices
2. Development of HR Procedures Manual
Develop and document standardized HR procedures covering the full employee lifecycle, including:
Workforce Planning
- Manpower planning and workforce analysis
- Staffing plans and position creation/approval processes
Recruitment & Selection
- Recruitment procedures and coordination with Kawader
- Interviews, selection, approvals, offers, and onboarding
Employee Lifecycle Management
- Onboarding
- Probation management
- Staff rotation and internal transfers
Employee Status Changes
- Promotions
- Position reclassification
- Acting assignments
- Secondments
- Changes in employment status
Leave Management
- Annual leave planning and analysis
- Sick leave and special leave

- Develop clear step-by-step process maps.
- Create:
- Workflow diagrams
- Approval matrices
- Roles and responsibilities
- Standard HR forms and templates
Qualifications & Experience
Education
- Bachelor’s or Master’s degree in:
- Human Resources
- Business Administration
- Public Administration
- Law or a related field
Experience
- Minimum 10–15 years of progressive HR experience.
- Proven experience in developing HR policies and procedures for government or semi-government entities.
- Strong practical knowledge of:
- Qatar Civil Service HR Law
- Executive Regulations
- Civil Service & Government Development Bureau requirements
- Government HR frameworks and governance practices
