Description:


Position Summary: The HR Production Specialist, under the direction of the Executive Director of Strategy, Communications, and Organizational Effectiveness (SCOE), Division of Human Resources (DHR), with latitude for independent initiative and judgment, performs highly responsible multimedia and communications work that advances the strategic priorities of DHR and plays a vital role in transforming employee development and engagement across the Division of Human Resources.

The Specialist leads the creation of uniform high‑quality multimedia, including videography, photography, audio production, editing, and digital asset development, on behalf of SCOE, DHR leadership teams, and additional DHR offices. This work supports efficient scalable workforce development initiatives and enhances the clarity, accessibility, and effectiveness of HR communications, training and recruitment and reduces long-term costs.

The role also supports citywide staffing and training efforts tied to class size reduction and the Chancellor’s priorities of school safety, academic rigor, and integrated schools. This will involve assisting with the creation of multimedia that supports recruitment, onboarding, and professional development of staff who support school-based personnel. By streamlining these processes with multimedia tools and engagement strategies, the role will help ensure that classrooms are fully staffed with qualified educators, thereby maintaining optimal student-to-teacher ratios as well as support safety, academic rigor and integrated schools.

Reports to: Executive Director of Strategy, Communications, and Organizational Effectiveness (SCOE)

Key Relationships: Collaborates closely with the Executive Director, SCOE Team, and DHR senior leaders to produce aligned multimedia content that supports recruitment, training, and HR initiatives. Maintains regular communication with leaders across various offices to ensure alignment and continuous collaboration on multimedia training, recruitment and engagement initiatives within DHR.

Responsibilities

Strategic Multimedia Leadership

  • Serve as the lead multimedia strategist for the Division of Human Resources, advising senior leadership on communications approaches, digital media strategy, and content planning to advance division-wide priorities.
  • Oversee end-to-end production lifecycles for complex campaigns, including scoping, storyboarding, scripting, scheduling, and multistage review processes.
  • Develop and manage long-term multimedia production roadmaps, aligning content development with HR’s strategic initiatives.
  • Maintain and enhance DHR’s visual identity and brand consistency across all multimedia channels, ensuring alignment with NYCPS guidelines.
  • Produce content that supports class size reduction and the Chancellor’s priorities of safety, academic rigor, and integrated schools.

Digital Accessibility, Branding, and Quality Standards

  • Implement standards for ADA-compliant, multilingual digital content to ensure accessibility across NYCPS’s diverse workforce.
  • Develop and uphold quality standards and guidelines for DHR digital content.
  • Produce compelling storytelling content that humanizes HR work, improves employee engagement, and highlights successful practices across DHR.

Technology, Systems, and Asset Management

  • Oversee the selection, procurement, and implementation of new multimedia technologies, including cameras, audio systems, editing software, and digital asset management tools.
  • Build and manage an organized Digital Asset Library to streamline access to reusable content and archival materials across DHR.
  • Develop and maintain production protocols, including file-naming standards, media storage workflows, and backup/archiving systems.
  • Manage and maintain inventory and coordinate shared multimedia equipment.

Adobe Creative Cloud Expertise

  • Utilize Adobe Creative Cloud tools, including Premiere Pro, After Effects, Audition, Photoshop, Illustrator, and Media Encoder, to produce high-quality multimedia assets with professional-grade editing, motion graphics, sound design, and visual branding.
  • Develop advanced motion graphics, animated explainers, and branded templates using After Effects and Illustrator to support recruitment, training, and executive communications.
  • Manage color grading, audio mixing, captioning, and postproduction workflows using Adobe Creative Cloud applications to maintain consistent quality and ADA-compliant accessibility.
  • Create graphics, lower thirds, templates, and other digital assets.


Multimedia Production & Content Creation

  • Lead videography, photography, audio engineering, editing, and postproduction for high-quality multimedia content across DHR.
  • Produce video recordings, podcasts, filmed interviews, training videos, photoshoots, and voiceover.
  • Design and execute lighting, sound, and staging to ensure consistent production quality.
  • Manage the DHR media calendar and support timely rollouts.
  • Coordinate with communications staff for social media and campaign rollouts.

Qualification Requirements:

Minimum

  • A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.

Preferred

  • Experience in multimedia production (video, audio and graphics).
  • Experience in creating training or recruitment content.
  • Proficiency with Adobe Creative Cloud or similar.
  • Ability to manage concurrent projects.

Salary: $82,000 - $90,200


(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
